A total of 209 people have obtained citizenship certificates in their mother’s name over the past four months.
A Cabinet meeting held on December 26, 2025, had decided to allow children whose fathers’ identities are unknown to obtain citizenship in their mother’s name. Following the publication of the notice in the Nepal Gazette on January 5, 2026, circulars were sent to all District Administration Offices to implement the provision.
Chief District Officer Indradev Yadav said that the District Administration Office began issuing citizenship certificates in the mother’s name from January 20, 2026, after applicants completed all required legal procedures and documentation. Under the provision, individuals born in Nepal to Nepali mothers, whose fathers’ identities could not be established, have started receiving citizenship by descent upon submitting self-declaration forms and fulfilling the required process.
According to CDO Yadav, a total of 209 people received citizenship by descent in their mother’s name from January 20, 2026, to May 23, 2026, through the District Administration Office.
