Study Report of the Incidents of Violence Against Women and Children

 

113th International women’s day is being celebrated under the slogan ’A strong foundation for gender equality: expansion of women’s access to creative technologies.’ Nepal is party to several International Conventions including the United Nations International Convention on the Elimination of All Forms of Discrimination against Women – 1979. Despite the promulgation of various policies and laws regarding women’s rights in Nepal, there is a space for improvement in the implementation of existing laws. There has been an improvement regarding the political participation of women in Nepal, however women as still suffering from violence. According to the documented data of the Informal Sector Service Center (INSEC), there was no reduction in the number of incidents of violence against women in 2022. This report is prepared based on the information collected by INSEC from all 77 districts of the country.

Preliminary Report- Local Level Election- 2022

Local level elections have been held in all the districts of the country today (May 13, 2022). In some of the local levels of Dang and Kapilvastu, the polling has been postponed due to the death of the candidates. The election has been completed in 751 local levels and in some of the wards people’s representatives have already been elected undisputedly. INSEC had received the permission of election observation from the Election Commission and 234 observers were delegated in more than 250 polling stations in 75 districts. According to the information received from the observers of INSEC, today’s election was peaceful except for very few disputes, clashes and violation of code of conduct.

Local Level Election Daily Report- May 12

After the initiation of the Federal System of Government, this is the second local level election. Tomorrow, May 13 is the day for the citizens of Nepal to vote. A total of 145,011 candidates are running for 35,221 posts at different local levels in the upcoming election which is to be held from 7 am to 5 pm. There are 17,733,723 voters in this election. On the second day of the electoral silence period, clashes were documented in some districts of the country.

Local Level Election Daily Report- May 11

Today is the first day of the electoral silence period. As per the information stated by the Election Commission, the preparations for the election have been completed and a meticulous monitoring team has been mobilized to monitor and take immediate action in case of violation of the code of conduct. They have also initiated the distribution of voter ID cards from polling stations across the country. The card will be distributed by tomorrow. Newly registered voters will get an identity card. Similarly, the Commission has also stated that the voters who have applied to the District Election Office after losing their identity cards will also get the identity card from their respective polling stations. According to the Commission, the voters who do not have a voter identity card can vote even if they show their citizenship. A total of 10,756 polling stations have been allocated at 753 local levels across the country.

The team of the commission has reached all the polling stations. The local level election is being held countrywide in a single phase on May 13. For that, a period of electoral silence started last night. This time, 145,011 candidates are running for 35,221 posts at 753 local levels. There are 17,733,723 voters. Those returning home from cities including the capital could be seen queuing at the bus park. Political parties were found to have rented vehicles to commute their voters. On the first day of the electoral silence period, some incidents of violation of the election code of conduct were witnessed and documented in different parts of the country. The political manipulation during this period certainly does not help to make the election impartial.

Local Level Election Daily Report- May 10

Today is the last day for political parties, their cadres and independent candidates to campaign for the local level election which will be held at 753 local levels on Friday, May 13. The period of electoral silence starts at 12 o’clock tonight. The 48 hours before the main day of the election is called the electoral silence period. In this period, activities like campaigning and promotion cannot be done through any medium. Election Commission’s Spokesperson Shaligram Poudel informed that the security forces would immediately take control of any activities that were found to influence the voters during the electoral silence period. During this period, there will be no discussion, interaction, assembly, conference or workshop, including election campaigning. The Election Code of Conduct, 2078 states that campaigning materials of political parties or candidates placed around 300 meters from the polling station should be removed before the start of the electoral silence period. The Election Commission has stated that 19 high-level committees have been formed to take immediate action against the political parties and candidates violating the election code of conduct

Peaceful Registration of Nomination for Local Level Election

The nomination registration of candidates for the local level election has been completed peacefully on April 24 and 25. According to the district representatives of INSEC and province offices of INSEC, initially the number of candidates were low and it was followed by a large number of candidates on the second day. The Election Commission has published the schedule for holding the election in a single phase across the country and has also intensified its preparations.

Local Level Election 2022, Situation Analysis Report

The Election Commission implements different Guidelines and Codes of Conduct for a fair and clean election. The periodic elections are considered the soul of democracy. Democracy is the rule of sovereignty for the people. Democracy is the political system governing civilians by maintaining the rule of law. Therefore, periodic elections are inevitable in a democracy. Voting in elections is a sovereign and fundamental right of the people. Only with a clean, credible, ethical and fraud-free election can the people choose the right representatives. Fair elections can help strengthen and develop the democratic system. Local Level Election, 2079 monitoring report has included the description of the situation before the day of candidature (April 24, 2022).

This year the 16-days campaign against gender-based violence was accompanied by the slogan: Orange the World: Fund, Respond, Prevent, Collect! In Nepal, the campaign was initiated in the year 1997 and it aims to increase awareness against gender-based violence.

Preliminary Report on the Pandemic of Corona Virus and Status of Government’s Preparation

Although the medical sector was aware of the infection since December 2019, the first case of Corona was documented on 10 January 2020 in Wuhan, China and has turned into the pandemic. At present approximately 875,000 people are infected with Corona worldwide. More than 43,000 have lost their lives. Corona Virus declared as a pandemic by the United Nations and World Health Organization has brought public health of the entire world to a really difficult turn throughout the history. Except for a few countries, this pandemic has terrified all remaining countries in the world.

Field Monitoring Study Report on The Incident of Nirmala Pant’s Killing after Rape

on July 27, a dead body of 13 years old Nirmala Pant of Bhimdatta Municipality-2 Ultakham was recovered from the sugar cane field near the road at Nimbukheda in Bhimdatta Municipality-18. She went missing from the midday of July 26 soon after she went to see her friend Roshani Bom in her house. The Family member of Nirmala was worried as she did not returned back home till late on that day. The incident of her killing after rape was made viral in media.

Human Rights Situation (Monthly analysis for July 16- August 16)  

 

Nepal’s first human rights news portal inseconline began to publish a monthly analysis report on the Human Rights Situation of the country from March 2021. We have been documenting the incidents of Human Rights violations and abuses through our district representatives actively present in all 77 districts of Nepal. According to the news published on inseconline from July 16 to August 16 (Shrawan), there have been 142 victims of human rights violations and abuse. Among them 108 are female and 34 are male. There have been four victims of human rights violations and 138 victims of abuse.

 

Human Rights Situation- (Monthly Analysis From June 15- July 15)

Nepal’s first human rights news portal inseconline began to publish a monthly analysis report on the Human Rights Situation of the country from March 2021. We have been documenting the incidents on Human Rights violations and abuses through our district representatives actively present in all 77 districts of Nepal. According to the news published on inseconline from June 15 to July 15 (Asar), 162 people (108 female and 54 male) have been victimized in various incidents. This month Pakhribas municipality of Dhankuta was sabotaged and an excavator was burned in Doti. According to the news published in the portal, 40 people have been violated by the state and 122 have been abused by others.

Human Rights Situation (Monthly Analysis of February-March 2021)

Nepal’s first human rights news portal inseconline has begun to publicize a monthly report on Human Rights Situation of the country from March 2021. We have been documenting the incidents on Human Rights violation and abuses through our district representatives actively present in all 77 districts of Nepal. According to the news published on INSEConline in Feb-March (Falgun), 103 people have been victimized in various incidents. According to the analysis, 57 children, including one boy, were victims of child rights violations. Similarly, 25 women became victims of a violation of women’s rights. In other incidents, 21 people, including 10 women and 11 men, were killed. According to the published analysis, 31 girls and 18 women were victims of rape, while one boy, 18 girls, and one woman were victims of sexual abuse.

Pre-Election Security Analysis Report (November 21, 2017)

Along with the approaching date of parliamentary and provincial election scheduled for November 26 and December 7, the planned attack on candidates during their election campaign are rampant in various districts. The government is claiming of tightening security by mobilizing army and security bodies however the security challenge is increasing. The security of candidates and voters are the major challenges at present. If the election is nor held in fearless and clean environment, the credibility of election will be questioned.  The security of election process means the security of candidates, voters, ballot box, papers and also security of polling stations and centers. In this context, this report is prepared to give a picture of security situation of the distruct and preparation of election based on an information received from INSEC district representatives.

Human Rights Monthly Situation Update(March 2017)

The Human Rights situation of March 2017 is not satisfactory as compared to the last month. This month, the incident of human rights violation and atrocities has increased according to the INSEC documentation. INSEC has documented five incidents of killings by state party this month.

Human Rights Monthly Situation Update(February 2017)

In the month of February, the incidents of Human Rights violation and atrocities were higher as compared to the last month. The analysis based on the news published in INSEC online, similar to the last month, this month most of the district was deprived of medicine shortage. However, news regarding the destruction of physical properties in campuses, colleges in regards to the agitation against the announcement of election date by United Madhesi Morcha was published with a priority. News related to the obstruction of various political programs in Terai Madhes by Madhesi Morcha was published. The analysis of the activities such as burning effigies of prime minister and attack on the program participated by the Prime Minister raised the suspicion that agitating party is heading towards politics of restriction. Last month, eight male were victimized by state actor and 187 people were victimized by non-state actor in various incidents on human rights violation and atrocities according to the INSEC documentation. This month, 309 people were victim of human rights violation. Last month 30 male and 157 female were victimized by non-state actor.

Human Rights Situation (Monthly Analysis-January 2017)

We are pleased to inform that Informal Sector Service Centre (INSEC) has begun to publish a monthly report on Human Rights Situation of the country from this month.  The attached file has analyzed the situation of February month 2017.  INSEC has been documenting and disseminating the Human Rights situation of Nepal since 25 years. We have been documenting the incidents on Human Rights violation and atrocities through our district representatives present in all 75 districts. Similarly, INSEC has been publishing news in a regular basis through its web portal www.inseconline.org with the objective of documenting and disseminating the incident on human rights violation.  This monthly analysis is based on the news published in its web portal. The monthly report is being published on 6th of every month incorporating the human rights situation of previous month.

we are happy to inform that Informal Sector Service Centre (INSEC) has begun to publicize a monthly report on Human Rights Situation of the country from this month. INSEC has been documenting and disseminating the Human Rights situation of Nepal since 25 years. We have been documenting the incidents on Human Rights violation and atrocities through our district representatives actively present in all 75 districts of the nation. Similarly, with the objective of documenting and disseminating the incident on human rights violation in a regular basis, INSEC has been publicizing news through its web portal www.inseconline.org. This monthly analysis is based on the news publicized in this web portal. It is civilian’s fundamental right to consume civil and political, economic, social and cultural rights without any hurdles.

We expect that this monthly analysis will be useful to those who want to know about the situation of human rights in the country, making stakeholders accountable by publicizing the situation of human rights based on the incidents on human rights violation and atrocities, justice to the victim and action against the perpetrators through advocacy.

Human Rights Situation Update (September 16 2015)

The Constituent Assembly (CA) has individually endorsed all articles of the draft constitution, ensuring the promulgation of the new constitution on September 20. President will announce the new constitution amid a forma event at 5 pm on September 20. CA Secretariat said that some copies of the new constitution will be published where the lawmakers would put their signatures on September 18 in their alphabetic order. CA Chairperson Subash Nembang will then validate the constitution. This is the first time in 65 years that a constitution will be promulgated by elected representatives of people through Constituent Assembly.

Human Rights Situation Update (September 15 2015)

The Constituent Assembly (CA) has endorsed 176 of 302 Articles of the constitution bill as of September 15 evening. The meeting of CA has been put off till 10:30 am on September 16. The CA rejected the amendment proposal on reinstating monarchy registered by Chairperson of Rastriya Prajatantra Party-Nepal Kamal Thapa in today’s meeting. The meet also secured Prime Minister as executive head and president as Head of the State both to be elected by parliament.

Human Rights Situation Update (September 14 2015)

More than six decade-long desire of Nepali people to draft constitution through Constituent Assembly has reached final stage. The secretariat of Constituent Assembly has unveiled the plan to promulgate the constitution at 5 pm on September 20. Secretariat has prepared to promulgate the constitution after sorting out amendment proposals, articles and annexes through voting. Dr Ram Baran Yadav would make the declaration of promulgation of the constitution. CA chairperson Subash Nembang is going to Shital Niwas on September 15 to extend invitation to make the declaration. Meanwhile, the voting on articles of the revised draft constitution Bill 2072 is going on. On September 13, article 1, 2 and 3 were endorsed. On September 14, 54 articles have been endorsed.

Human Rights Situation Update (September 13 2015)

The wish of the Nepali people to draft a constitution through Constituent Assembly (CA) has finally reached its final phase. The Constituent Assembly has endorsed three articles of the revised draft of the constitution on September 13. The endorsed articles are the ones proposed as amendments to the articles of the draft which called for the amendments to part of the draft constitution.

Violence Monitoring Report 2013

A total of 3389 incidents related to voilence and 3846 casualities were recorded in INSEC Surveillence system of which, 1913 were killed, 1187 were moderately injured and 586 were injured while extent of injuries of 160 could not be distinguised. A total of january to December 2013, INSEC’s Surveillance System identified 14 new casualities from total of 7 incidents caused by IEDs.

Surveillance System identified 23 new casualties from a total of 14 incidents caused by improvised explosive devices (IED), and other explosive devices (ED). In these 14 incidents, 19 people were injured and 4 were killed.

Eight casualties including death of three have been reported from four incidents from January 1, 2013 to June 12, 2013.

From Jan1-March 4, 2013, two incidents resulting three casualties have been reported

A total of 544 incidents of use of small arms occurred from January to December 2012 leaving 232 people dead and 492 injured.

From Jan 1 – November 30, 2012, 14 incidents resulting 23 casualties have been reported.

Report on Armed Violence (January -June 2012)

The first half of year 2012 shows that there were 323 casualties in 204 incidents. Among them, 92 persons were killed and 231 persons injured.

Flash Report – Latest (July 19 )

From Jan 1 – July 19, 2012, 12 incidents resulting 21 casualties have been reported.

Report on VAE incidents based on INSEC Surveillance System (January-June 2012)

In the first half of 2012, INSEC Surveillance System identified 20 new casualties from a total of 11 incidents. All the incidents were caused by improvised explosive devices (IED) In these 11 incidents, 16 people were injured and 4 were killed.

Report on Casualties of Victim-Activated Explosion (January 1- December 31, 2011)

Reports on Small Arms Violence(January-December 2011)

A total of 702 incidents of use of small arms occurred from January to December 2011 directly affecting 907 people. Out of them, 248 were killed and 659 were injured. Out of 907 casualties, 27 per cent were killed and 73 per cent were injured.

From Jan 1 – December 28, 2011, 22 incident resulting 33 casualties have been reported.

Complain lodged to UN special rapporteur on Unilateral Coercive Measure(UCM)

Nepal promulgated its new constitution on Sept. 20, 2015 by an overwhelming majority of the Constituent Assembly (CA).1A constitution gets perfection out of practice, judicial review and definition. It applies to Nepal’s constitution as well. In addition, the constitution itself offers room for amendments. Such amendments will take into account aspirations of the people and the changing needs of time.
