Commission Calls for Disclosure of the Status of the Disappeared

The National Human Rights Commission has expressed serious concern that the situation of people forcibly disappeared during Nepal’s ten-year armed conflict is still unknown. In a press release on 29 August 2025, the Commission said that even 19 years after the Comprehensive Peace Accord, the government has failed to make the status of the disappeared public, leaving victims waiting for justice for far too long. The Commission stated that although the Comprehensive Peace Accord clearly mentions disclosing the situation of conflict victims, the government has not done so until now. As a result, the affected families’ right to truth, cultural rights, and their right to relief and reparation have all been violated. The press release states that the National Human Rights Commission has investigated complaints related to enforced disappearances and recommended action against those found responsible. It also mentions that the Commission has made 226 recommendations to the government, repeatedly urging it to provide compensation to the affected families and to disclose the status of the disappeared persons.

The Commission stated that while complaints are still under consideration, the implementation of its recommendations has been disappointing, indicating that the government has failed to take responsibility for ensuring justice for the disappeared. The Commission also expressed concern that transitional justice commissions have been repeatedly formed, yet their work often remains incomplete before their tenure ends. The current Commission investigating enforced disappearances is firmly committed to completing transitional justice while keeping the affected families informed. Therefore, it has urged the Commission to carry out its work in an impartial, credible, and competent manner, with the full trust of the victims. The Commission has also called on the government to disclose the status of the disappeared and to implement its recommendations.

The press release issued by Dr. Tikaram Pokharel, Deputy Secretary and Spokesperson of the Commission, states that the Commission has directed the Government of Nepal and all relevant parties to bring those involved in enforced disappearances to justice and to ensure justice and reparation for the victims’ families.
