Former NHRC Officials Urge Release of Full Gen Z Protest Investigation Report

Former officials of the National Human Rights Commission (NHRC) on July 14, 2026, urged the Commission to make public the full investigation report on the Gen Z movement.

They objected to the Commission’s decision to release only a 29-page summary report, despite the committee led by NHRC member Lili Thapa having prepared a nearly 600-page investigation report on human rights violations during the Gen Z protests, along with around 10,000 pages of supporting materials, including witness statements and evidence. Former NHRC Chairperson and former Chief Justice Kedar Nath Upadhyay, former members Mohna Ansari, Sushil Pyakurel, Prof. Kapil Shrestha, Gauri Pradhan, Dr. Gaurishankar Lal Das, and former Secretary Kedar Poudel submitted a memorandum to NHRC Chairperson Tap Bahadur Magar demanding that the complete report be released.

The former officials stated that the summary report fails to adequately reflect serious human rights violations and the committee’s recommendations. They warned that withholding the full report could undermine the Commission’s impartiality, credibility, and legitimacy. They also noted that, as a National Human Rights Institution with international ‘A’ status accreditation, the NHRC should disclose investigation reports except where witness protection or other sensitive concerns require confidentiality. The memorandum further urged the Commission to fulfill its constitutional and moral responsibility by revealing the truth about human rights violations, ensuring accountability for those responsible, and securing justice for victims.
