In the joint session of the Federal Parliament held on May 2, 2025, President Ramchandra Paudel presented the annual policies and programs of the Government of Nepal for the upcoming fiscal year 2025/2026. The policies and programs emphasize the implementation of the Constitution, strengthening the federal democratic republic, and focusing on ending impunity. This year’s policies and programs focus on fulfilling the national aspiration of a prosperous Nepal and happy Nepalis through political stability, good governance, development, and social justice. The programs are aligned with national needs and public expectations, aiming for socio-economic transformation oriented toward socialism based on democratic values and principles.
The Truth and Reconciliation Commission and the Commission of Investigation on Enforced Disappeared Persons will be activated to bring transitional justice to a logical conclusion. The policies and programs mention the implementation of the Sixth National Human Rights Action Plan to continue the promotion, protection, and respect for human rights. The government will expand infrastructure and address the imbalance between service-providing hospitals, doctors, health personnel, and service recipients to make health services accessible and affordable. The policies and programs also mention integrating all health-related assistance and subsidy programs into the health insurance system and restructuring the health insurance program to ensure its sustainability. The coverage of treatment will be expanded by integrating the health insurance system. The benefit package will be revised to include treatment of serious illnesses under insurance. The Insurance Board will be restructured to ensure good governance and financial sustainability of the insurance services. To reduce the burden on the insurance system, essential and basic medicines provided by the government will be included in the insurance scheme. The policies and programs also mention upgrading the Nagarik App to connect all government hospitals under a unified online service system.
Similarly, the government will make education accessible, quality-based, and life-oriented, and will carry out legal, policy-level, and institutional reforms to improve school education. The policies and programs mention mobilizing interns in government services from the local to the central level, involving students above the undergraduate level in various research institutions, and implementing a “learn and earn” policy by allowing them to work up to 20 hours a week with a guaranteed minimum wage.
The policies and programs mention the implementation of the Convention on the Elimination of All Forms of Discrimination Against Women (CEDAW), the Beijing Declaration, and the conventions on the rights of the child and persons with disabilities. Likewise, to draw the attention of the global community to the challenges Nepal faces due to climate change, the Sagarmatha Dialogue is scheduled to be held from May 16 to 18, 2025.
