The committee was formed to recommend officials for the Truth and Reconciliation Commission, and the Commission of Enforced Disappeared Persons issued a press release on December 16 stating that the selection of officials could not be completed. In a press release issued by the spokesperson of the Recommendation Committee, Khambbahadur Khati, it was said, “As it seems appropriate to restart the process of recommending the names of the chairs and members of both commissions, the Government of Nepal and the Council of Ministers have been requested to initiate the process again.” Additionally, since the Recommendation Committee could not reach a consensus on some issues, making decisions based on majority and minority views could have significant consequences. To make the process of appointing the Chairs and members of the commission more credible and acceptable, it seems appropriate to expand and strengthen the search for suitable candidates before proceeding with the appointment process, to conclude the peace process.
The Council of Ministers decided to form a Recommendation Committee under the leadership of former Chief Justice Om Prakash Mishra on October 18, 2024. The committee with a two-month mandate included Khambbahadur Khati, Dr. Arjun Kumar Karki, and Stella Tamang as members, while the Human Rights Commission sent its member Manoj Duwadi as a member to the committee.
Since both commissions related to transitional justice became vacant in 2022, the recommendation committee formed under the leadership of Om Prakash Mishra issued a public notice on November 8, 2024, requesting applications. Initially, the application deadline was seven days, but it was later extended by five more days, making the final deadline November 19. During this period, the committee received 156 applications and recommendations for the committee. From these, a shortlist of 40 individuals was published on December 7. The presentations of the individuals included in the shortlist were completed on December 14, 2024. However, despite holding continuous meetings, the recommendation committee was unable to conclude.
