Child Correctional Home in Bhaktapur Housing 115 Adults 

The Child Correctional Home in Madhyapur Thimi Municipality-2 currently holds 119 adults over the age of 18, including 96 males and 19 females. It has been found that adults are in juvenile reform homes due to various reasons, such as delays in case disposal, disputes over age, and unclear legal provisions regarding their commitment to prison upon reaching adulthood. Pravin Shilpakar, a social worker at the Children’s Correctional Home managed by the Underprivileged Children’s Educational Programme (UCEP), reported that the facility currently houses 280 males and 38 females. The Children’s Correctional Home, designed to accommodate 110 children (100 boys and 10 girls), currently holds 114 boys under 18 and 96 men over 18. Additionally, it accommodates 19 under 18 girls and 19 women over 18. Shilpakar also noted that the correctional home provides education for children of school age, offering classes from grades 5 to 10 within the facility.

The Underprivileged Children’s Educational Programme (USEP), which operates the child correctional home in Sanothimi under the prison management department in Madhyapur Thimi Municipality-2, Nepal, has been running since 2001. On August 20, 2023, a death occurred at the Children’s Correctional Home, and reports regarding the children escaping from the facility were published. A report issued by the on-site monitoring team, led by INSEC and including representatives from various organizations on September 1, 2023, stated that the incident was due to the negligence of USEP and the indifference of the administration.
