Amnesty International has published its annual report titled The State of the World’s Human Rights, covering incidents of human rights violations and abuses across the globe in 2025.
The report warns that the world is on the brink of a serious human rights crisis. According to the report, there is an intensifying attack on multilateralism, international law, and civil society by powerful states, the private sector, and anti-rights actors.
Amnesty International’s Secretary General, Agnès Callamard, stated that the world is facing an “extremely challenging moment” and that human rights are under systematic attack. According to her, violations of rules by states, double standards, and the selective application of international law are weakening the global system.
Analyzing the situation in 144 countries, the report notes a growing trend of armed conflicts, unlawful attacks, genocide, impunity, and violence against civilians. It highlights that civilians have been severely affected, particularly in regions such as the Middle East, Ukraine, Myanmar, and Sudan.
The report also points to increasing repression against civil society, human rights defenders, and social movements. In many countries, there has been the use of excessive force to control protests, misuse of surveillance technologies, restrictions on freedom of expression, and increased legal control over non-governmental organizations.
It expresses concern that Nepal is among the countries where incidents of repression of public protests have been reported.
Similarly, the report states that some powerful countries are attempting to weaken the international justice system. Mechanisms such as the International Criminal Court (ICC) have been targeted through sanctions and political pressure.
Amnesty International has called on states to resist anti-rights trends, respect international law, and strengthen the multilateral system.
The report concludes that citizens, activists, and human rights defenders around the world continue to resist injustice and that collective efforts are essential for the protection of human rights.
