International Organizations have written a letter to Prime Minister KP Sharma Oli urging him to immediately begin the process of forming the Truth and Reconciliation Commission (TRC) and the Commission of Investigation on Enforced Disappeared Persons.
After the recommendation committee led by former Chief Justice Om Prakash Mishra was unable to recommend officials, Amnesty International, Human Rights Watch, and the International Commission of Jurists wrote a letter addressed to Prime Minister KP Sharma Oli on 17 December, making this request.
The letter states that there is a call to address the issues raised by the stakeholders while forming the TRC without any delay. Additionally, international organizations have urged that serious concerns raised regarding the individuals shortlisted by the previously formed recommendation committee be addressed, and they have requested that such issues not arise in the future. The international community, civil society, and conflict victims have urged the formation of a credible and transparent commission by addressing the concerns raised by them.
The organizations have also raised questions about Nepal’s past ineffective efforts in the context of transitional justice. They have reminded that Nepal’s transitional justice is not only a matter of domestic law but also attracts international law, as mentioned in their letter. The letter further pointed out that international criminal law would be applicable, and a copy of the letter addressed to Prime Minister KP Sharma Oli has also been cc’d to Congress President Sher Bahadur Deuba and Maoist Centre Chairman Pushpa Kamal Dahal (Prachanda).
