INSEC initiated assistance to deliver citizenship to 20-year-old Narayan Sen Oli of Madane Rural Municipality–4 at home. The District Administration Office distributed the citizenship document to Sen on October 29. He falls under the ‘Category A’ disability classification. Administrative Officer Taranath Phulel, along with Vice Chairperson Sarita Khadka and other representatives, personally handed over the citizenship to Oli. Narayan’s mother Pabitra Oli shared that in 2017, Narayan underwent head surgery after falling ill. Shortly after the surgery, he suddenly experienced paralysis, leaving him bedridden. Pabitra has been living at her maternal home, taking care of her son, after the rest of the family neglected him. Despite wanting to obtain her son’s citizenship, the mother Pabitra Oli explained that she could not take him to the district headquarters due to the long journey by vehicle. She expressed her gratitude towards the government for providing citizenship at home. Because of his condition, she had no strength to take him to the administration and she said that it feels like a blessing from God for a poor person. The Oli family had applied for citizenship at the ward office. Administrative Officer Taranath Fullel stated that they provided citizenship to Oli at home in line with the office’s goal of delivering services to citizens with disabilities.

Goma Thapa, 50, of Musikot Municipality-3, Thulapokhara, received citizenship at her home in 2020 through INSEC’s initiative. The then Chief District Officer, Rudradevi Sharma, visited Goma’s house to grant her citizenship. Goma had been unable to stand for 67 years and moved around using her hands and feet, similar to cattle.

Similarly, Punikala Acharya, 48, from Resunga Municipality-14, had been bedridden in a semi-conscious state for a decade. She was born with a disability, and the community’s perception of individuals with disabilities remains unfavorable. Additionally, she received no support from any family except her mother. It was extremely challenging for her 70-year-old mother to care for her 48-year-old daughter with disabilities in their makeshift home. After knowing that there was no way to obtain citizenship, INSEC intervened, and on the occasion of Republic Day in 2022, the then Chief District Officer, Punyabikram Paudel, visited their home to grant citizenship to Punikala, who had waited for 32 years.
Topkala Rana Magar, 63, from Resunga Municipality-3, Bhada Gaun, also received citizenship at home. She had been deprived of citizenship for 43 years due to her age. While her seven children had obtained citizenship, Topkala, born in 1960, had lived for years without citizenship while battling illness. After suffering from paralysis, the then Chief District Officer, Tek Bahadur KC, visited her home in 2023 to grant her citizenship.
Surendra, 28, from Dhurkot Rural Municipality-6, Rajsthali, was born with a disability. He cannot speak well or stand on his own. He has lived under the care of his mother, Radha Thapa. Coming from a simple farming family, Surendra received treatment as long as it was possible, but unfortunately, there was no improvement in his condition. Due to the distance to the district headquarters and the challenges posed by his severe illness and physical condition, his family was unable to obtain citizenship. In 2022, the then Chief District Officer, Sagar Mani Pathak, visited their home and granted him citizenship.
