A complaint has been registered against 48-year-old Dinesh Yadav, Chairperson of Rupani Rural Municipality-1, Pitambar Yadav, 35, immediate past Ward Chairperson of the same ward, Ram Yadav, 34, driver of the same place, and Saroj Yadav, 32, of Rupani Rural Municipality-2, in the district police office on March 29 on the charges of robbery.
The complaint was filed four months after the mandate of the High Court Janakpur Rajbiraj bench. SP Gajusiddhi Bajracharya of Saptari confirmed that a complaint has been registered, and an investigation has been initiated.
On July 9, 37-year-old Raju, also known as Kiran Kumar Jaiswal, a candidate for the Ward Chairperson of Rupani Rural Municipality-1 and advocate for a “corruption and drug-free Rupani Rural Municipality,” was assaulted by the group of accused individuals. The incident occurred in front of the Rural Municipality Office. The victim reported the incident to the District Police Office on July 11 and filed a complaint. He alleged that the assault was carried out on the instructions of the Rural Municipality Chairperson Yadav. He was allegedly attacked under the instructions of the Rural Municipality Chairperson Yadav during a visit to the Rural Municipality Office. He added that Chairperson Yadav grabbed the collar of his shirt while taking away his mobile phone, driver Yadav grabbed him from behind and Pitambar beat him.
Jaiswal stated that during his visit to the rural municipality office to meet with Ward Chairperson Gangaram Yadav of Ward No. 5, Yadav verbally abused him for his petitions to the Commission for the Investigation of Abuse of Authority and social media posts. After this he called the outgoing Ward Chairperson and instructed him to beat Jaiswal.
On the night of July 8, the Scorpio vehicle with registration number Sa.1 Jha 518 belonging to the Rural Municipality was damaged in an accident. Jaiswal addressed the incident on his Facebook page, expressing that the government vehicle with the number ‘518’ belonging to Rupani Rural Municipality has been reportedly involved in suspicious activities such as potential corruption, unauthorized usage during night time, and accidents.
At the time of the incident officials including Saroj Kumar Yadav, 28, Chairperson of Ward No. 2, Amar Mukhiya, 73, Chairperson of Ward No. 3, Chedi Isar, 35, Chairperson of Ward No. 4, and Gangaram Yadav, 46, Chairperson of Ward No. 5 were present as eyewitnesses. On July 21, the victim submitted an application to the district prosecutor’s office, alleging that the police did not register the complaint filed on July 11. However, after the police did not register the complaint, the victim filed a petition in the High Court Janakpur Rajbiraj bench on August 8. Subsequently, the court issued a warrant to register theft and robbery cases against the accused on December 8. Jaiswal claims that there is evidence of corruption in his mobile phone which was taken by Chairman Yadav.
