Annual Pre-Publication Review of the Nepal Human Rights Yearbook 2026 Completed

The annual review program for the publication of the Nepal Human Rights Yearbook 2026, covering incidents recorded in Dang from January to December 2025, was completed on December 10, 2025 in Ghorahi.

The program was chaired by Keshav Kumar Sharma, Chairperson of the Human Rights Network Dang, and had Huma Kumari DC, Deputy Mayor of Ghorahi Sub-metropolitan City, as the chief guest. During the event, INSEC District Representative Jayanarayan Pun presented the annual report.

According to the report, 156 human rights related incidents were recorded in Dang. Among them, the highest number, 49 cases, were incidents of rape, followed by 11 cases of sexual abuse and 4 cases of attempted rape, totaling 64 rape related incidents. Of these, 48 girl children were victims of rape related crimes.

Similarly, there were 44 cases of domestic violence, 8 cases of family killing, 6 cases of attempted killing, 3 cases of fetus killing, 1 case of suicide incitement, 1 case of human trafficking and transportation, 1 case of abduction and hostage-taking, 6 cases of beatings, 2 cases of child marriage, 2 cases of inhumane behaviour, 9 cases of mistreatment, 1 case of lockout, 1 case related to food rights, 1 death in prison, and 6 cases of arson, as shown by the INSEC records.

Among these incidents, 149 were committed by non-state actors, while 5 incidents were committed by state actors, and 2 incidents were committed by unidentified parties.

Out of the total 156 incidents, there were 159 victims. Among them, 48 were girls and 70 were women. There were 167 accused persons involved in these incidents.

Similarly, INSEC stated that during the Gen-Z movement on September 9, more than 50 government offices in the district were vandalised or set on fire, causing damage to government property worth more than 1.14 billion rupees. It also reported that the offices of 10 political parties, including Nepali Congress, CPN-UML, the then CPN-Maoist Centre, and Rastriya Prajatantra Party, were vandalized, set on fire, and damaged.

Likewise, it mentioned that nine houses and properties belonging to district-level party leaders and people’s representatives, as well as a dozen social organizations including the District Bar Unit, Tribhuvannagar Jaycees, and several hotels, were damaged.

INSEC further stated that due to the negligence during the extraction and transportation of limestone in various areas of Banglachuli, local residents have been suffering from dust, smoke, and noise pollution, resulting in violations of their human rights.

While speaking at the program, the chief guest, Huma Kumari DC, Deputy Mayor of Ghorahi Sub-metropolitan City, said that the Human Rights Yearbook has played a role in alerting the government. She said that the Yearbook has revealed the human rights situation of the district and has encouraged work in favor of human rights by bringing facts to light.

Assistant Inspector Sandhya Giri of the District Police Office Dang said that efforts would be made to make the police service more human-rights-friendly and effective.

On the occasion, Goma Mahara, Chairperson of the District Bar Unit Dang, stated that the Yearbook has played an important role in the protection of human rights. Similarly, Santosh Subedi, Chairperson of the Federation of Nepali Journalists Dang, Hari Prasad Pandey from Civil Society Dang, human rights defender Laxmi Acharya, and others emphasized the need to further refine and strengthen the Yearbook.
