Corona Virus: Status Update of Sudur Paschim Province

The federal government, the state government, and the local government are making various efforts to prevent the spread of the pandemic COVID-19 virus. Lockdown is done to prevent and control possible infections. Lockdown is in full compliance mode. Although the number of corona virus-infected has increased in the Far West region. The Ministry of Health and Population confirmed that there were an additional three infections in the Far West only on 4th of April. This has created additional fears in the Far West. The number of infected persons has reached four in the far western region alone. Based on the information sent by the INSEC District Representatives working under INSEC Far-West Province, the district situation of the preparations and problems under the state has been analyzed for alertness.

According to INSEC Kailali District Representative Mainamoti Chaudhary, a further 3 people in Kailali and Kanchanpur in the far west region were found to be positive after reports of the coronavirus sample were found positive on April 4th. The Ministry of Health and Population confirmed that there were three outbreaks of Coronavirus in the Far West and that the number of people infected in the province has reached four.  A 34-year-old woman is the first local infected. The three infected are being treated at Isolation Cell in Seti Provincial Hospital, Dhangadhi while their health condition is normal. Dhangadhi Sub-Metropolitan City has prepared a 22 beds quarantine for women at the Polytechnic Institute in Dhangadhi with all necessary facilities. Due to the lack of gender sensitivity and different types of problems, keeping men and women in the same place has made quarantine separate for women. At the local level in the district of Kailali, of total 24 quarantines halls have been prepared till now and of 437 are kept in quarantines.

According to INSEC Baitadi District Representative Nari Badu, a lockdown by the Nepal government on 24th March to stop the transmission of the Coronavirus (COVID-29) has put Nepalese citizens in quarantine on the Indian border, Julaghat. According to DM Vijaykumar Jogdande of Pithoragarh, India, quarantine has been set up in four different places around Julaghat. However, according to Indian journalists and Nepalese citizens living in Quarantine, they are kept in hospices, temples and schools rather than Quarantines. According to Indian journalists, Nepalese Nepalese are kept cohesively, but not kept in quarantine, as determined by the World Health Organization, despite food provision. At present, about 246 Nepalese citizens, including Baitadi, Bajhang and Karnali provinces, have been kept in public places, including temples, schools, hospices in Jhulaghat, India. According to Anand Poudel, chief district officer of Baitadi, Nepali citizens in Quarantine in Jhulaghat, India, have called and requested them to return to Nepal. Emailed to Pithoragarh DM to understand their condition, he said that no response has been received yet. The effect of lockdown in the district remains the same as in the past. Locals have expressed concern over the lack of food, vegetables and daily consumption in rural areas. Speaking on the occasion, Chairman Ukendra Bohara said there was a lack of food in the Dilashani RM. Consumers are also complaining about the excessively high rate of foodstuffs in the local market. Also, on the other hand, the Dr Basantaraj Joshi said that there was no shortage of medicines in the district hospital due to lack of medicines.

According to INSEC Achham District Representative Shivraj Dhungana, Kamal bazaar municipality has distributed personal protective material (PPE) to 41 health workers working in 10 health institutions under its control to avoid the potential risk of the coronavirus. Along with the distribution of material including masks, gloves and PPE, the team of city chief, deputy chief, chief administrative officer has also informed them about the alertness and preparation for the coronavirus. Mangalsen Municipality has said that the distribution of 2025 masks to the resident’s same municipality. The Banigarh Jaigarh RM distributes sanitizers, soaps, gloves. The working committee of the Nepali Congress Ramaroshan RM has handed over Rs. 20,000 assistances to the Corona Prevention, Control and Treatment Fund established by the Ramroshan RM.

According to INSEC Bajura District Representative Padam Bahadur Singh, the lockdown announced by the Government of Nepal has not been fully implemented. Inspector Dan Bahadur Rokaya of the District Police Office said that 38 persons were taken into action. Youths are playing volleyball, badminton games in various areas of the district even during lockdown. According to the District Police Office, the parents have been taken into custody by the juveniles while they were playing the game in violation of lockdown. Corona suspect: A swab test report of a 16-year-old boy admitted to isolation at District Hospital Bajura has come back negative on 4th April. A total of 21quarantines have been prepared in the district and till now, 109 quarantines have been kept. District does not have adequate health equipment.

According to INSEC Kanchanpur District Representative Komal Niranjan Bhat, a 41-year-old male from Bedkot Municipality home in Kanchanpur district has been diagnosed with the virus. The infected person crossed the tube on the Mahakali river and entered Nepal via Brahma Dev Naka of Kanchanpur on 27 March. Immediately after his entry into Nepal, Bedkot Municipality had placed four persons from Uttarakhand, India, along with him, on quarantine prepared at the Agricultural Training Center of the municipality. The Nepalese army from Kathmandu had taken the sample for the swab test on 2nd April. 12 of the quarantine swabs have been tested negative, with a report of 1 positive. Establishment of 100 million Funds for Corona Virus Control and Prevention Krishnapur Municipality has set up a disaster management fund. The municipality has also appealed to various concerned authorities for assistance in the disaster management fund. The municipality is willing to contribute money to account number 1480000005001 at Krishnapur branch of NCC Bank.

Out of the 4792 returned, 51 in Quarantine

According to the data collected from nine local levels of the district, the number of people returning to the district from other countries including India is 4792, but the district administration officials said that so far only 51 in Kanchanpur district has been living in Quarantine.

In Krishnapur Municipality, the maximum number of return is 819 form foreign land. Similarly, in the Mahakali municipality, 134 were returned.  Everyone else is urged to stay in the self-quarantine. Kanchanpur Chief District Officer Nurhari Khatiwada said that the health workers were also monitoring the houses at the self-quarantine. Corona Virus (COVID-19) Infection Prevention and Control District-level coordination committee has decided to organize locally-operated rotary shop service to facilitate local farmers to cut wheat and thresher, to facilitate lockdown, to prevent lockdown.

According to INSEC Darchula District Representative Narendra Karki, three local levels of the district have established Corona Mahakari Prevention and Disaster Management Fund.

Locally established funds for risk control and prevention of coronavirus (COVID-19), a pandemic worldwide.

Nougat Village has allocated a budget of Rs.9,74,000 for COVID-19 risk control and prevention.  Marma VDC has allocated a budget of Rs. 15 lakhs for prevention and management of Corona disease, said Disaster Fund, Village Chairman Jaman Singh Dhami.  Shaillya Shikhar Municipality has set up a disaster fund of Rs. 25 lakh for prevention and control of Corona . In this fund, the municipality has decided to keep Rs 21 lakh and Rs 4 lakh from the far western government in the same fund. Naugad Rural Municipality has said that staff and people inside and outside Naugad rural municipality can help spontaneously. Naugad RM have decided to keep everyone who enters the village in quarantine. So far, the villagers have constructed 96 beds of quarantine per ward. 16 are kept in quarantine so far. The village of Marma has decided to deploy health workers in every quarantine and keep the health post in the village, community health unit open for 8 hours.

According to Surendra Bahadur Bista, Chief Administrative Officer of Shaileshikar Municipality has decided to collect the three days meeting allowance of municipal office bearers in the disaster fund and three days’ worth of salary from teachers appointed by the municipality. The municipality has decided to increase the incentive allowance of 50 to 75 per cent for staff assigned to the virus for control and prevention of Corona virus. However, Corona suspects patient’s who reach Gokuleshwar Hospital for check-ups and want to go out of the municipality for treatment will be given a 50 per cent discount on ambulances.
