Gandaki Province Unveils Policy and Programme, Emphasizes Human Rights Protection

The Gandaki Province Government, through the policies and programmes approved on June 2, 2026, for the fiscal year 2026/27, has introduced programmes related to the protection of human rights, social inclusion, and the empowerment of marginalized communities.

The policies and programmes, presented by Province Chief Dilliraj Bhatta on behalf of the Gandaki Province Government, include various provisions related to the protection and promotion of human rights and social justice.

The policy and programme adopt measures to promote gender equality and social inclusion by empowering targeted groups, implementing a zero-tolerance policy against gender-based violence, and strengthening rehabilitation centres for the protection of people at risk.

The policy and programme also provide for the protection and development of persons with disabilities and gender and sexual minority communities, the expansion of access to information and digital technology, and the promotion of study and research on sign language.

Likewise, it states that existing laws will be effectively implemented to ensure the dignity, equality, rights, and empowerment of the Dalit community. It adopts a zero-tolerance approach towards caste-based discrimination and untouchability and aims to modernize and commercialize the traditional knowledge, skills, arts, occupations, and businesses of the Dalit community. It also includes provisions to encourage inter-caste marriages and to provide protection and rehabilitation for couples who face neglect or rejection from their families or society.

Regarding the protection of child rights and the promotion of child-friendly local governance, the policy and programme states that coordination will be carried out with local governments to strengthen child rights protection and child-friendly local governance. It also mentions the continuation of efforts to enhance the capacity and institutional strengthening of day-care centres.

To ensure social security and a dignified life for children with various types of disabilities, access to inclusive education will be expanded. The policy and programme also state that elderly care homes and day-service centres will be further strengthened to ensure a dignified life for senior citizens.

Similarly, in collaboration with Manavsewa Ashram, the campaign to make Gandaki Province “free of street-dependent people” will be continued.

In addressing human rights issues, the policy and programme states that the current National Human Rights Action Plan will be internalized at the provincial level, and special programmes will be implemented to protect the rights and empower poor, marginalized, and oppressed communities.

It further states that the institutional capacity of local judicial committees will be strengthened in order to make the delivery of justice at the local level more effective.

The policy and programme also give importance to peace, security, and crime control. It states that efforts will be made to maintain peace and security throughout the province and to strengthen coordination and cooperation with security agencies for crime investigation and the control of cybercrime, human trafficking, and violence against women and children.
