Nepal Human Rights Commission Urged Civil Society Organizations to Restore Normalcy

Upon observing the recent situation in the country and the efforts made to resolve them, on September 15, 2025, the National Human Rights Commission (NHRC) called upon all civil society organizations to responsibly fulfil their duties to normalize the crisis situation. With the formation of the new government, the Commission has urged attention to post-mortems, cremations, and relief for the families of those who died during the Gen-Z protests. The Commission emphasized that all stakeholders should advance initiatives with the country, its people, democracy, human rights, and the rule of law as their central focus. To arrive at rational conclusions amid uncertain circumstances, the Commission also urged everyone to act with patience and restraint.

The NHRC advised that while expressing opinions publicly, individuals should respect the rights of others, communicate politely and courteously, avoid statements that promote conflict or violence, and present their demands in accordance with democratic processes. It also urged identifying obstacles to the enjoyment of human rights by the general public in the current situation and taking effective measures to remove such barriers. The Commission requested control over black marketing and artificial shortages in times of crisis, smooth operation of daily consumables and services, and facilitation of public movement.

The NHRC also called for documentation of the damages caused by arson and vandalism during the protests, emphasizing reconstruction of physical infrastructure and continuity of services, as stated in a press release issued by the Commission’s spokesperson and Joint Secretary, Dr. Tikaram Pokhrel.
