Police arrested 18 people including JSP Federal MP and spokesperson Manish Kumar Suman, Madhesh Province MP Kiran Sah, and Lumbini Province MP Ambika Kafle, from Babarmahal for attempting to enter the prohibited area on 19 August. The Janata Samajwadi Party (JSP) Nepal organized a torch rally over the Gaur incident.
The arrested individuals include Babi Singh, Renu Raj Singh, Central Committee member Shashikpur Miya, Chairperson of Socialist Student Union Manish Yadav, Socialist Youth General Secretary Dilip Patel, youth leader Manish Yadav Om, Dinesh Yadav (Saptari), Socialist Student Union Nepal General Secretary Balram Kapari, Office Secretary Mukesh Yadav, Hansa Sah (Sunsari), former Provincial Assembly member Bindeshwar Yadav, Smita Yadav, Student Union Vice-chairperson Lalan Yadav (Rautahat), and Bhogendra Yadav (Morang).
On 21 March 2007, a clash between the then Madhesi Janadhikar Forum and the Madhesi Rastrya Mukti Morcha (Maoist-affiliated) with the Communist Party of Nepal (Maoist), in Gaur, Rautahat, had left 27 people dead. After police failed to advance the investigation, the victims filed a writ petition at the Supreme Court. A joint bench of Justices Til Prasad Shrestha and Nityananda Pandey, on 18 August 2025, issued a mandamus order directing an investigation into the Gaur incident as demanded by the petitioners. Following this order, since JSP Nepal Chairperson Upendra Yadav would also be under investigation which is why the party cadres organized a torch rally.
