Shankar Karki, 24, of Chautara Sagachokgadhi Municipality-1 who is working an office assistant at the Sindhupalchok District Police Office in Ratamata, Hetauda, has alleged that DSP Madhavraj Kharel and Inspector Rupesh Shah had subjected him to beating in pretext of food not being tasty. Karki said that DSP Kharel and Inspector Shah not only beat him but also kept him in custody for three days, forbidding him to share his side of story with anyone, and handed him a letter of dismissal from service. On 11 August, Karki requested INSEC to initiate justice.
According to the application submitted to INSEC, DSP Kharel verbally abused and beat the victim over accusations that the food was not tasty on the afternoon of 7 August, and detained him in the quarter guard the same day. On 8 August, Inspector Shah came to the quarter guard and beat him until he lost consciousness. Karki said that he was unjustly beaten without any reason, not even allowed to attend his mother’s two-month memorial ritual and was kept in detention without food for four days.
About the incident, DSP Madhavraj Kharel of the District Police Office stated that Karki had not worked with honesty, discipline, and dedication, and had repeatedly violated codes of conduct. He stated that when he tried to question Karki about these matters, Karki became agitated and suddenly struck him with a ceramic plate he was holding. Additionally, SP Rameshwar Karki said that action was taken against Karki under Section 14 of the Police Act 2012 and the Police Regulations 2014 for engaging in misconduct contrary to police discipline and for physically abusing a senior officer.
