The Area Administration Office in Jogbuda has been lacking a Chief Administrative Officer for months, depriving local residents of basic services. Due to the absence of the Chief Administrative Officer at the Jogbuda office, essential services such as citizenship recommendations, passport recommendations, and land-related document verification have been halted forcing locals to travel to the district headquarters to access these services.
The limited staff currently working at the office have stated that, apart from distributing national identity cards and handling general correspondence, they are unable to provide other services. The problem has worsened as even Rambabu Baral, who was assigned to the office on deputation for a month starting from 6 July 2025, has yet to report to his duty station.
In the absence of a Chief Administrative Officer, services such as the renewal of social security allowances and the updating of disability and senior citizen identity cards have been affected since the beginning of the new fiscal year. Locals who come to receive services are forced to return home empty handed each day after reaching the doorstep of the Area Administration Office.
Mahabir Kami, Chairperson of Parshuram Municipality–12, said that the services has been halted due to the absence of the Chief Administrative Officer. Although citizenship recommendations are made from the district headquarters only in emergency cases, many people have to face delay in their work.
Dhan Bahadur Deuba, Ward Chairperson of Alital Rural Municipality, stated that the citizenship recommendation process has come to a halt due to the absence of the Chief Administrative Officer. He expressed his concern that, despite repeatedly requesting the concerned authorities regarding the issue, there has been no response.
Chief District Officer of Dadeldhura, Janardan Gautam, stated that he has informed the ministry about the problems faced by locals due to the absence of a Chief Administrative Officer. He stated that he has been coordinating and continuously requesting the ministry. They have assured that an officer will be deployed within a few days.
