INSEC and the NHRC conducted an on-site monitoring to ascertain the facts regarding the killing of a 15-year-old boy from Bindhika, Janakpurdham Municipality-23. During the investigation, the team met with the victim’s family and gathered information about the incident. According to the deceased’s uncle, Bablu Yadav, on March 15, during the Holi festival, a dispute over a T-shirt led to 21-year-old Dharmendra Mahato from Bindhika, Janakpurdham Municipality-23, stabbing and killing his nephew. Yadav told the monitoring team that the victim’s family and locals staged a protest on March 30. The protest occurred because, although the police arrested Mahato on March 30, the other individuals involved in the incident have not yet been arrested. The other accused include Rakesh Mahato, 23, Ramadhin Mahato, 40, Lakshan Mahato, 55, Pramod Mahato, 28, Ashok Mahato, 45, and Bauwelal Mahato, 61, all from the same area. She also mentioned that a complaint was filed against the accused on March 20 at the District Police Office, Dhanusha.


During the monitoring, the joint team of INSEC and the Human Rights Commission met with Ward Chairperson Raghavendra Shah of the same ward. During the meeting, Chairperson Shah informed the monitoring team that he is coordinating with the police administration for further investigation of the incident and to ensure justice for the victim. Although the police arrested one of the accused on March 30, and the others remain at large, Ward Chairperson Shah informed that the families of the accused have had all services and facilities provided by the ward office suspended. He further stated that the ward office would withhold services from the accused’s families until they surrendered the accused to the police.
The monitoring team included Rahul Thakur, Human Rights Officer of National Human Rights Commission Madhesh Province, Raju Paswan, Madesh Province Coordinator, Documentation Officer Mohan Kumar Chaudhary, INSEC Dhanusha Representative Santosh Kumar Yadav, and journalists.
