Radha Rai, a 44-year-old resident of Khotang Rural Municipality-1 Likuwapokhari with an intellectual disability, was provided with a disability identity card and Nepali citizenship certificate at her home. On August 14, Chief District Officer Shivkumar Karki, Section Officer Kahan Bahadur Rai, and Ward Chairperson Dhan Bahadur Maharaji visited the home of Bindraman Rai, a 65-year-old resident, to present these documents to his daughter, Radha Rai.
Radha had been confined in a cage for 16 years. Her father explained that her mental illness became apparent after she turned 28. Despite significant expenses on treatment, her condition did not improve, leading to keeping her in confinement. On August 8, Yuvraj BK, a consultant at the Area Administration Office, delivered a full disability identity card to Radha at her home. Chief District Officer Shivakumar Karki noted that with the issuance of her disability identity card and Nepali citizenship certificate, Radha will now be eligible for the state’s social security allowance.
Constitution of Nepal (2072) part 2 from Article 10 to Article 15 has provisions related to citizenship. Article 10 states that no citizen of Nepal may be deprived of the right to obtain citizenship.
