The National Human Rights Commission (NHRC) has expressed concerns to the Kathmandu Metropolitan Municipality regarding the potential risks to public safety when the slab covering the river in the Samakhushi area is dismantled during the monsoon season.
Dr. Tikaram Pokharel, the spokesperson of the commission, released a statement on August 15, noting that when the river covering slab is removed in the Samakhushi area, a mixture of water and sewage from hospitals, government facilities, flows freely, posing health hazards to local residents. The statement highlighted that private residences and institutions were inundated with sewage, leading to health concerns and property damage.
The statement further mentioned that the commission has been informed of complaints filed by victims regarding the intention to open a road through private properties and lands that were constructed according to existing laws, regulations, and procedures. The commission also noted that the Mayor refused to meet with complainants when they raised these issues.
During its on-site inspection, the commission observed that houses in the vicinity of the river slab removal site were also impacted, causing difficulties for local residents’ mobility. Furthermore, elderly citizens residing along the riverbank faced challenges due to their vulnerable circumstances.
In response, the commission urged the Metropolitan Corporation to uphold citizens’ rights to health, safe housing, and a clean environment. It requested that the municipality conduct thorough discussions with relevant stakeholders and follow appropriate legal procedures to address the situation.
