Government Prepares to Amend the Law Regarding Transitional Justice

The government has registered the bill to amend the transitional justice law in the parliament.

The bill has been prepared including the incidences of rapes, enforced disappearances, torture and murder that happened during the armed conflict as serious violations of human rights.

Minister of Law, Justice and Parliamentary Affairs, Govinda Koirala, has registered the bill to amend the ‘Enforced Disappeared, Truth and Reconciliation Commission Act – 2014’ in the House of Representatives on July 16.

The law has listed all criminal acts, from sexual violence, mental and physical torture and killings to arson, abduction and hostage keeping, arbitrary arrest, beating, and looting, as serious human rights violations.

Meanwhile, the council of Ministers has also extended the term of the officials of the Truth and Reconciliation Commission and Commission of Investigation on Enforced Disappeared Persons on July 16.

In January 2015, both commissions were formed to work for two years, but after two years of the commission’s formation, no progress was made, and in 2017, the government again asked to extend the term of both commissions by two years.
