Chairperson of the Informal Sector Service Centre (INSEC), Bijay Raj Gautam, held discussions on June 5, 2026, with the Speaker of Madhesh Province and the Minister for Home Affairs, Communications and Law regarding the need to formulate legislation for the protection of human rights defenders.
During the discussion, Speaker Ram Ashish Yadav stated that the issue of protecting human rights defenders is important and expressed commitment to advancing the process of developing necessary policies and legal provisions through further consultations with stakeholders. He also noted that the protection and promotion of human rights remain a priority of the provincial government.
Minister for Home Affairs, Communications and Law Fakira Mahato said that the ministry is positive about preparing a draft bill related to the protection of human rights defenders. He pledged to take initiatives to move forward with the drafting and endorsement process of the bill by incorporating necessary suggestions and consultations in the coming days.

Chairperson Gautam stated that, considering the important role played by human rights defenders, special legal provisions are necessary to ensure their security, dignity, and freedom to carry out their work independently. He emphasized that the enactment of a separate law for the protection of human rights defenders is indispensable and drew the provincial government’s attention to this matter.
The discussion was attended by INSEC Directors Madan Paudel and Bhargav Kafle, INSEC Madhesh Province Coordinator Raju Paswan, Advocacy Forum Nepal Madhesh Province Coordinator Rajkumar Mahaseth, and INSEC Dhanusha District Representative Santosh Kumar Yadav.
