The National Human Rights Commission sent a letter to the Government of Nepal on May 27, 2026, recommending the implementation of the investigation report concerning incidents of human rights violations that occurred during the Gen-Z protest on September 8 and 9, 2026. According to the Commission’s spokesperson, Dr. Tikaram Pokharel, the recommendation calls for the formulation of laws to take legal action against those responsible for human rights violations.
In its recommendation, the Commission has identified former Prime Minister K. P. Sharma Oli, former Home Minister Ramesh Lekhak, and former Minister for Information and Communication Prithvi Subba Gurung as human rights violators, and suggested that a new law be enacted to ensure legal action against them in accordance with the law.
The report also recommends further investigation into the incident involving Rabi Lamichhane, who was reportedly released from Nakhu Prison during the period in question.
“Although the prison administrator stated in his testimony that he signed the document under pressure, there is no evidence that he immediately spoke out or informed anyone about the matter,” the Commission stated.
The report mentions that Rabi Lamichhane and Nakhu Prison administrator Satyaraj Joshi were also involved in facilitating the release of prisoners and juvenile detainees from prisons and juvenile correction homes, thereby contributing to acts that violated the human rights of citizens.
Similarly, the report recommends investigation and action against senior officials of the Nepal Army, Nepal Police, and Armed Police Force Nepal, as well as then-serving civil and security officials in the Kathmandu Valley.
The Commission concluded that due to the failure of the security apparatus, a security vacuum emerged even in highly sensitive areas such as Singha Durbar, Baneshwor, and the Presidential Office, leading to a complete breakdown of law and order.
The report further states that as security agencies remained ineffective and inactive, continuous clashes occurred between protesters and security personnel, causing extensive damage to public and private property and resulting in the deaths of many citizens.
The report also recommends investigation into activists and affiliates who made public statements before and after the protest, including Ganesh Karki, Sulav Kharel, Asimman Basnet, Bhagya Neupane, Tank Dahal, and Victor Poudel, among others.
The report additionally recommends action against Rastriya Swatantra Party lawmakers including Purushottam Yadav, Ganesh Karki, Sulav Kharel, Bablu Gupta, Krishna Karki, Dr. Toshima Karki, Rajiv Khatri, KP Khanal, Deepak Bohara, Manish Jha, Jwala Sangroula, Sudhan Gurung, Ashika Tamang, Shom Sharma, and Hari Dhakal.
