Regarding the upcoming elections and human rights, a team of human rights defenders, including INSEC’s founding chairperson and former Commissioner of the National Human Rights Commission, Sushil Pyakurel, held discussions with Karnali Province Chief Minister Yamlal Kandel on December 23, 2025.

During the discussion, Chief Minister Kandel stated that the growing impunity in the country in recent times has added further challenges to the protection of human rights.
Chief Minister Kandel suggested that human rights defenders should speak out on incidents in which children in school uniforms were used during the Gen-Z movement to carry out arson and vandalism of government and private property.
During the discussion, Karnali Province Chief Minister Kandel said that although the government has announced the election date, it has failed to create a conducive environment for holding the elections.
In the course of the discussion, INSEC’s founding chairperson Pyakurel expressed concern over the country’s recent political developments and requested Chief Minister Kandel to provide necessary facilitation.
INSEC’s founding chairperson, Pyakurel, emphasized the need to increase youth participation and engagement in the elections. INSEC Karnali Province Coordinator Narayan Subedi was also present at the discussion program.
