Police arrested Uttam Chand, 31, a permanent resident of Goganpani, Gurans Rural Municipality–5, Dailekh, and currently residing in Birendranagar Municipality–13, on July 28 for the charge of raping a 16-year-old girl. The victim filed a complaint against the accused at the District Police Office, Surkhet, on July 24, 2025, stating that the he had raped her on July 23.
The health examination of the girl was done on July 24 at Karnali Provincial Hospital, Surkhet.
