Conflict victims have stressed the need for the formation of a new committee to recommend officials for the Truth and Reconciliation Commission (TRC) and the Commission of Investigation on Enforced Disappeared Persons, to complete the remaining transitional justice process. Following the expiration of the term of the recommendation committee led by former Chief Justice of the Supreme Court, Om Prakash Mishra, discussions to restore the committee through various obstacles have continued. On December 19, conflict victims issued a statement advocating establishing a new recommendation committee. The statement mentions that it has been heard that the committee, which failed to recommend officials due to obstruction driven by vested interests, should be restored. However, restoring a committee that admits it could not accomplish its task is never justifiable.
The committee had published a list of 39 candidates out of the 156 applicants for the positions of chairpersons and members of both commissions. After failing to recommend names by the designated date, the recommendation committee issued a statement urging the start of a new process. Although it was stated that the names of 40 individuals would be made public, one name was repeated, bringing the total to 40. The conflict-affected victims emphasize the urgent need to form a credible and independent new recommendation committee, ensuring meaningful participation of the conflict-affected families.
The victims have called for the formation of an environment to select and recommend individuals who are experienced, trusted by society, and renowned for their abilities, contribution to peacebuilding and human rights, as well as their experience, expertise, discretion, determination, and honesty.
