Judicial Service Affected Due to the Pandemic of COVID-19

The second wave of the COVID-19 has affected the works of the court. Victims who reach the Parbat District Court for justice have not been served in time.

There were 467 cases pending in the district court in the current fiscal year 2021/22, including 201 cases transferred from the previous fiscal year and 266 cases were registered this year.

Out of which, only 232 cases have been resolved and 235 cases are yet to be heard.

In Parbat, the hearing process was halted from April 30 due to the outbreak of the second wave of COVID-19.

Ram Bahadur Thapa, a senior member of the District Court, Parbat, told the INSEC representative that no case other than a pro-government case has been registered in the district from that date till June 12.

“In a period of about a month and a half, 50 to 60 cases could have been heard and dismissed of,” said Thapa.

He said that the decision of the case was delayed due to the inability of both the parties to be present on various issues for a long time due to the COVID-19 effect.

A 22-year-old woman, who had filed a case in the Parbat District Court on December 4, 2020, against foeticide, complained that she had not received justice for seven months.

The case has not been settled yet even though the court has ordered to release of the accused Nepal Police Inspector Dhurba Sharma on bail of Rs 25,000.

The victim said that she has been waiting for the verdict for seven months.

“As the case has not been decided for a long time, there is a matter of concern whether the perpetrator will be punished or not,” she complained.

Six cases are exceeding two years, 25 cases from 18 months to two years, 36 cases from 12 months to 18 months, 20 cases from six months to 12 months and 147 cases within 6 months from the date of registration.
