A team of human rights activists from National Human Rights Commission (NHRC) and INSEC Dhangadhi has jointly monitored the custody of District Police Office of Kailali on March 27.
The victim’s family of 30 years old Rup Debkar of Godavari Municipality-5 who was arrested by the police on charge of being involved in Biplov activities, had lodged application at INSEC and NHRC on March 26 complaining that the family was restricted for meeting. Police administration is denying of arrest since the day he was arrested.
During the monitoring, INSEC provincial coordinator Khadga Raj Joshi said that Debkar was found to be taken into custody in police office on charge of setting fire and involving in Biplov activities.
Debkar said that he was arrested by the police without any arrest warrant from his brother’s house. He complained that he was restricted to meet his family.
Brother Puran Debkar of the arrestee however said that police allowed him to meet his brother.
The team had gathered information of the custody during the monitoring.
