National Consultation for Report Preparation of Universal Periodic Review (UPR)’s Third Cycle

Secretariat of the Nepal’s Non- Governmental Organization’s Coalition, INSEC and other organizations held National Consultation for the Universal Periodic Review (UPR) on 27 February 2020 at Kathmandu.

In the program, National Federation of the Disabled’s Central Member Sita Subedi added regarding equal opportunities to everyone.

NGO Federation of Nepal’s Central Member Jitaram Lama said to bring legal rights in practice, the stakeholders should be determined.

DRCFs General Secretary Krishna Kumari Waiba said with the received feedbacks, they will prepare a final report.

In the program, INSEC’s Executive Director Bijay Raj Gautam, said INSEC has prepared and presented report to the United Nations Organization (UN) since the first cycle of UPR. He said, ‘UPR is the dialogue of the State and UN. In this dialogue, our coalition has also been presenting report from the NGOs’ side.’

Assistant Professor, Kapil Aryal; Kathmandu School of Law said he is preparing report by compiling feedbacks from all seven provinces and is assured of receiving more advices in this workshop.

There is a provision of reviewing Human Rights in the period of every four and a half year by the member countries of the UN.  That provision is called Universal Periodic Review (UPR). The UN had established the Human Rights Council in 2006.

From Nepal’s side, more than 300 civil organizations have collaborated as three coalition- NGO Coalition of Nepal, National Women Coalition and Durban Review Conference Follow-up Committee (DRCFC) are preparing the report.

Sanjita Timilsina, Program Coordinator of WOREC shared about mentioning the questions raised regarding Women Rights in the report.

Hom Yamphu of DRCFC shared about mentioning the issues of minority rights in the report. Advocate Laxmi Pokharel mentioned about Supreme Court’s verdict regarding Transitional Justice in the report.

Samjha Shrestha, Manager of INSEC’s Advocacy Program said the reports made for UPR will be presented in the workshop and will be sent to the participants for feedback only after will the report will be finalized.
