On 18 September, the INSEC Karnali Province Office, Surkhet, in coordination with the National Human Rights Commission, jointly monitored the damaged properties of Birendranagar Municipality ward offices in Karnali Province that protesters had set on fire and vandalized on 9 September.
The team monitored the ward offices No. 4, 6, 8, and 12, as well as the City Hall of Birendranagar Municipality in Surkhet, which were damaged during the protest. The team also assessed the health condition of Dil Bahadur Khatri, 21,a resident of Dullu Municipality-5, Dailekh, currently living in Erichowk, Birendranagar Municipality-3, Surkhet, who was injured by police gunfire during the protest in Birendranagar Municipality-7 on 9 September. He sustained a bullet wound to his neck and injuries to his hand.

INSEC Karnali Province Office Coordinator Narayan Subedi reported that the injured person had been immediately taken to the hospital with police assistance, and that his regular follow-up was being conducted at the Provincial Hospital with free treatment. Additionally, although cleaning had started at the ward offices after the police filed official reports, services have still not resumed.


The monitoring team included Narayan Subedi and Jagatdal Janala BK from INSEC, Rajendra Neupane and Kabita Nepali from the National Human Rights Commission, and Pitambar Dhakal, Coordinator of the Human Rights Defenders Network, Karnali Province.
