On 17 September, INSEC Karnali Province Office in Surkhet conducted a monitoring visit to assess the damage to private property caused by arson and vandalism during the Gen-Z protest on 9 September.
The monitoring was done in coordination with the National Human Rights Commission, Karnali Province Office. On 17 September, the team met with the families of several individuals, including the Chief Minister of Karnali Province, Yamlal Kandel, businessman and Nepali Congress Surkhet Vice-Chairperson Bishnu Bahadur Khadka, as well as the owners of Maya Petrol Pump and Kalika Medicine Distributors, and the families of Birendranagar Municipality officials Mohanmaya Dhakal, Deputy Mayor Nilkantha Khanal, and former Director of Provincial Hospital Surkhet, Dr. Dambar Khadka.
During the monitoring, it was found that private homes and properties had been looted and set on fire. The police were unable to control the crowd. Items stolen included food grains, cash, clothing, and gold and silver, while medicines from medical stores and fuel from petrol pumps were also taken as per Narayan Subedi, Coordinator of the INSEC Karnali Province Office. According to him, the police have filed official reports for the damaged sites, with estimated losses ranging from Rs 60,00,000 to Rs 14,00,00,000. The monitoring team included Narayan Subedi and Jagatdal Janala from INSEC, Rajendra Neupane and Kabita Nepali from the National Human Rights Commission, and Rajendra Bharti from the Advocacy Forum
On 16 September, the team had conducted monitoring of government offices in Surkhet. INSEC previously reported that during the Gen-Z protest on 9 September, demonstrators across various districts of Karnali Province damaged and set fire to 60 structures including government, private, and party offices and 45 vehicles, both government-owned and private.
