INSEC Issued Press Release Extending Heartfelt Congratulations to Honorable Prime Minister Sushila Karki

On September 13, the Informal Sector Service Centre (INSEC) issued a Press Release expressing best wishes to newly appointed Prime Minister of the Interim Government, Sushila Karki. The press release states that, ‘We extend our heartfelt congratulations and best wishes to Honorable Prime Minister Sushila Karki on her appointment. This recognition aligns with the aspirations for good governance articulated by the new generation through the Gen-Z protest.’

The statement, signed by INSEC Chairperson Dr. Kundan Aryal, expressed confidence that the newly formed Council of Ministers will uphold democracy and the rule of law, and move the country forward on the path shown by the young people who sacrificed their lives. In this painful context, where citizens have suffered great loss of life and property due to nationwide protests and clashes, the statement affirms belief that the key responsibility of conducting House of Representatives elections within six months, as mandated under the President’s constitutional duty to safeguard the Constitution of Nepal, will be successfully fulfilled.

The statement mentions that ‘We expect the government to succeed in resolving challenges to peace, security, and human rights, restoring the rule of law through robust security measures, and protecting lives and property from threats posed by unorganized non-state actors.’ Additionally, given public expectations, the press release has expressed hope the new government will embrace the historic responsibility to advance good governance and social justice.

INSEC also provided suggestions in the form of bullet points regarding the priorities the new Council of Ministers should adopt:

  • A fair and independent judicial commission must be formed to uncover the facts regarding deaths, injuries, and damage caused during the protests.
  • Affected families must be ensured appropriate compensation, treatment, and justice for their suffering during the protests.
  • Individuals and institutions involved in the loss of life and property must be brought under the legal framework. It must be assured by the public that no one is above the law.
  • Fundamental constitutional rights and unhindered citizen freedoms must be ensured. The government must respond effectively to violations of human and democratic rights, whether by lawless groups or state actors during unrest. Nepal must fully uphold its international human rights obligations. An environment must be created to guarantee the safety of human rights defenders and civil society organizations.
  • The government must combat corruption, ensure transparency, and strengthen accountability in state operations. To meet public expectations for anti-corruption measures, initiate broad discussions on impartial and credible investigative procedures. Present a framework to bring political leaders and senior officials evading accountability under legal scrutiny.
  • To maintain peace, social harmony, and public order, the government must take the initiative to bring all stakeholders into dialogue and cooperation.

INSEC further stated that trusting the new government’s commitment to change and rights protection, INSEC will monitor and promote human rights. Consistent with its legacy and responsibilities, INSEC will support the government in safeguarding citizen rights, raising awareness, and offering constructive critique as needed. We wish the new government every success in protecting and promoting human rights.
