Human Rights Issues Evolve Over Time: Dr. Aryal

Dr. Kundan Aryal, the Chairperson of INSEC, speaking at the workshop on revising the Nepal Human Rights Yearbook Guideline held in Godavari, Lalitpur, stated that human rights issues have evolved over time; therefore, the 34th edition of the Nepal Human Rights Yearbook should address emerging human rights concerns.
Chairperson Aryal stated that the issue of climate justice has brought a new dimension to human rights concerns, and the Nepal Human Rights Yearbook 2025 has made an effort to incorporate this issue. He further noted that the 2026 edition of the Yearbook should examine the impact of climate change on human life through a human rights-friendly lens and that the publication should be revised accordingly. He also expressed that the guideline revision workshop would help incorporate emerging human rights issues into the Yearbook.

INSEC Executive Director Bijaya Raj Gautam stated during the workshop that, since human rights issues are centered on analysis and data, primary information is crucial for the protection of human rights. He added that the Nepal Human Rights Yearbook has continued to address human rights issues in different ways over time. Gautam also mentioned that the 2025 edition of the Yearbook has established the importance of human rights by including data-driven information on the relationship between the environment and human rights.
Executive Director Gautam expressed that the Yearbook plays a significant role in ensuring access to justice for the victims therefore, the collection, verification, and re-verification of human rights information are essential. He expressed that the guideline revision workshop would further refine the 34th edition of the Nepal Human Rights Yearbook.

At the workshop, Madan Paudel, Chief of the Human Rights Documentation and Dissemination Department at INSEC stated that the Yearbook holds great importance in Nepal and that suggestions from stakeholders interested in human rights issues would be incorporated through the guideline.
The two-day Nepal Human Rights Yearbook Guideline Workshop, organized by INSEC began on June 24 and will conclude on June 25. The workshop included participation from the Human Rights Documentation and Dissemination Department, the Human Rights Advocacy Department, and Documentation Officer from the INSEC provincial office.
