Monitoring of Detention by Human Rights Activists

Detention at the district police office in Nawalparasi, Bardghat east was monitored by human rights activists on April 13, 2024.

A team of Legal Secretary Shambhuraj Regmi of the Chief Minister’s Office, Gandaki Province, Kaski District Coordination Officer Nabaraj Baral, INSEC Gandaki Province Office Coordinator Shiva Khakurel, Mohan Kafle of Human Rights Commission Gandaki Province, Chief Minister’s Office Officer Shree Regmi, INSEC Nawalpur District Representative Gyanu Pangeni, and Raju Chapagain, Facilitator of the INSEC Nawalpur monitored the detention and discussed the human rights situation at the Police Office and District Administration Office.

Currently, there are 19 prisoners in custody, including 17 males and two females. INSEC Gandaki Province Office Coordinator Shiva Khakurel following a  conversation with the prisoners said that there are no problems in detention. He noted the presence of facilities for sustenance, adequate living conditions, and  easy access to health treatments. While acknowledging occasional communication challenges with families over the phone, he clarified that there are no other issues in their overall circumstances.

The team also discussed the human rights situation in the district with the Chief of the district police office, Narahari Regmi.  Regmi said that there are no major cases of human rights violations in the district and informed that there are more incidents of violence and rape against women. Similarly, It is reported that there is an increase in the incidence of financial transactions and suicides.

Likewise, the team discussed the matter with Kalpana Shrestha, the Chief District Officer where she said that there are no major incidents related to peace and security and human rights in the district. She further mentioned that there have been no complaints from the service users in  the administration.  Although a few cases of indecent behavior were reported, families rescued them within a few days.

Furthermore, due to the lack of prison in the district, there is a problem in keeping the prisoners and that the matter has been discussed with higher level but still no process has been carried out.
