On October 22, 2008, a distressing incident took place involving Barun Ram, a 19-year-old resident of Birgunj Metropolitan City, and Asai Navlesh Tiwari, an individual associated with the Bindwasini temporary police post.
The incident occurred at a fair held at Bindwasini Temple in Birganj Metropolitan Municipality-19, during the celebration of Badadasai. The victim, Barun Ram, was selling balloons at the fair, and he alleges that Asai Tiwari demanded money from him, which he refused to provide. Following this, Tiwari instructed Ram to remove his balloons from the fairgrounds. While Ram was complying with this order and removing the balloons, two other policemen arrived from the temple and threw all of his balloons onto the road. Ram questioned the action and was subsequently taken to the police station, where he claims to have been beaten by two or three policemen in front of Assistant Sub-Inspector Tiwari.
During this altercation, Ram’s balloons, valued at 5,000 to 6,000 rupees, were also damaged. When contacted for a response, Assistant Sub-Inspector Tiwari declined to comment on the incident.
Inspector Mohan Bikram KC of the Area Police Office Pokhria reported that the dispute had been resolved. However, Ram stated that the police failed to provide him with any medical treatment on the day of the incident, despite his injuries.
