A program addressing the significance of ratifying the Rome Statute and the role of stakeholders in improving access to justice was organized by the Human Rights Commission, INSEC, Advocacy Forum, and other organizations in Nepalgunj on July 17, on the occasion of International Justice Day. During the program, speakers emphasized the importance of approving the Rome Statute of the International Criminal Court.
Senior Judge Keshavraj Joshi from the High Court Tulsipur Nepalgunj mentioned that the Supreme Court has issued orders to investigate matters related to transitional justice, conflict victims, disappeared persons, and approve the Rome Statute. To ensure access to justice, it was pledged to provide paid lawyers in the district and high courts, conduct awareness programs about justice, and ensure that complainants are informed about court proceedings.
An official from the National Human Rights Commission in Nepalgunj expressed support for ratifying the Rome Statute, highlighting its significance in delivering justice to victims of transitional periods, conflicts, and various organized movements. Assistant Chief District Officer Hari Prasad Sharma emphasized the importance of human rights in the Rome Statute, stating that all stakeholders bear moral responsibility in ensuring justice for the victims. However, he also raised concerns that even if the Rome Statute is approved, its implementation may be hindered due to political reasons.
Senior Advocate Vijay Kumar Gupta pointed out the irony that, despite 17 years having passed since the detailed peace agreement, the truth about disappearances remains undisclosed, despite the reports from the Commission of Inquiry into Disappearances and the Truth and Reconciliation Commission.
Bhola Mahat, the Coordinator of INSEC Lumbini Provincial Office, expressed his opinion that there have been positive views regarding the Rome Statute since the time of crisis. However, due to government instability, its approval has been delayed. Coordinator Mahat emphasized that the Rome Statute provides a solution for achieving justice, addressing criminal cases, and ensuring justice overall.
During the program, Basant Gautam from the Advocacy Forum provided insights into the rationale behind International Justice Day, the current status of Rome Statute implementation, and the challenges and problems associated with it.
