A human rights group formed by the Informal Sector Service Center (INSEC) in Bateshwar Village submitted a memorandum to the Village chairperson Ram Ashish Mahato on April 25, 2023.
Suraj Mahato, Chairperson of the human rights group, the memorandum draws attention to the local government’s responsibility towards effective implementation of the Fifth National Action Plan on Human Rights.The Human Rights Group formed a concept of a local coordination committee to promote and protect the right to education, health, environment, and rights against all forms of discrimination. They further envision the establishment of an operating human rights assistance room at the local level, envisioning a human rights-friendly society. The memorandum also highlights the need to allocate the necessary budget for the implementation of the concept. The memorandum further urges the local government to form a School Management Committee in Shivshakti Secondary School located in Bateshwar Village-4, to provide the salaries of the teachers working on a contractual basis.
Harinarayan Das, a member of the human rights group, said the group wants to highlight the need for effective implementation of the protection and promotion of rights protected under the Constitution of Nepal 2025, the International Declaration on Human Rights 1948, and the Fifth National Action Plan on Human Rights formulated by the Government of Nepal.
Meanwhile, Uma Kumari Mahato, the chairperson of the Child Rights Awareness Group, formed in Shivshakti Secondary School, said that Shivshakti Secondary School, the school management committee was not able to form for the last 6 months, and because the teachers working on the contract have not been paid, the education in the school is hampered.
Raju Paswan, Coordinator of INSEC Madesh Provincial Office, said that they held discussions hwith the Village Chairperson, Vice Chairperson, Chief Administrative Officer, Principal of Shivshakti Secondary School, and Ward Chairperson of Ward No. 4.
In that discussion, Village Chairperson Mahato informed that efforts are made to solve the problem, and he is confident that the school management committee will be formed soon.
Likewise, Pramodsharan Kewat, principal of the school, stated that he is positive about the formation of the school management committee and requested INSEC for necessary support and coordination.
Similarly, Niraj Karki, Ward Chairperson of Ward No. 4, said that he had taken the initiative to form a school management committee in the past, but he could not succeed. He said that he would organize a meeting as soon as possible and take the initiative to form the committee and invite INSEC to it.
Barun Basyal, Assistant Officer of INSEC Madesh Province Office, said that students should not be deprived of their right to education by disrupting their studies under any pretext.
