The beneficiaries of Pacharauta Municipality-8 have requested INSEC Bara Representative, Bhola Nath Poudel, to take initiative for the distribution of Social Security Allowance that has not been timely distributed by Pacharauta Municipality Office. They met INSEC representatives on July 12, 2022.
The social security allowance has to be distributed on time and with just four days remaining for the end of the fiscal year, the delay has hampered the routine of the locals.
Prithikumari Sharma, 25, of Pacharauta Municipality-8 Amarpati shared that her four-year-old daughter Radha had received her child nutrition allowance only once. She further requested INSEC to take the initiative for the remaining amount.
Since the municipality has given only two instalments to some and three instalments to others, it has made an error in the process of distributing social security allowances and has not distributed it till the mid of July and because of that, the locals reached out to INSEC for help.
Dharmalal Mahato Koiri of the same ward is a patient with paralysis for the last seven years and he has to take medicine regularly. As he has not received any allowance he has been struggling with treatment and medication. Mahato shared that he has received nine months of allowance in the current fiscal year and has requested the INSEC to take initiative for the remaining instalments.
Bihari Thakur, 79, another resident of ward no. 8, said that he was worried that he would not get the social security allowance in July as the municipality had not provided the previous six-month instalment of the social security allowance.
Shiva Chaudhary Tharu, 71, and Bihari Thakur Lohar, 78 of the same locality have complained that they have not received the allowance for six months. and urged INSEC to take initiative for it.
The government of Nepal has been distributing social security allowance every three months from the current financial year after formulating a social security allowance distribution procedure.
Krishna Bahadur Katuwal, the Chief District Officer of Bara, said that although there was a provision to distribute the allowance every month until last year, this year onwards it has been distributed every three months. He says, ‘all other local levels have distributed the social security allowance on time however, I am unaware of the situations of Pacharuta Municipality.’ Katuwal committed to following up with the local level regarding the issue.
According to Rakesh Chaurasia of the Social Security Allowance Registration Branch of Pacharauta Municipality, the social security allowance has not been distributed due to the political dispute between the previous Mayor of the People’s Socialist Party Ramesh Kumar Yadav and the current Mayor Jalandhar Singh of CPN-UML.
Chaurasia also requested INSEC to take initiative as he has not been able to distribute the senior citizen allowance and child nutrition allowance for the past few months due to the absence of the chief of the office.
In a meeting with Mayor Jalandhar Singh, he promised INSEC to provide senior citizens and child nutrition allowance on time. He further added that the problem was created since there was no chief administrative officer.
