Human Rights Issues Prioritized in Koshi Policy and Programme

The Government of Koshi Province has prioritized the protection, rights, and empowerment of human rights, women, children, senior citizens, Dalits, and persons with disabilities in its policy and programme for the fiscal year 2026/27.

The Chief of Province, Parshuram Khapung, while presenting the policy and programme in the Koshi Province Assembly on May 21, 2026, stated that the government has introduced various targeted programmes by placing the concepts of social justice, inclusion, and equal opportunity at the centre.

The policy and programme have mentioned the protection and promotion of fundamental rights and human rights as a key commitment of the government. The government aims to ensure the rights of Dalit and marginalized communities, eliminate ethnic, linguistic, religious, and gender-based discrimination, and build a society based on economic and social equality. The provincial government has stated that it will implement necessary programmes to build an equitable society in line with the spirit of the constitution.

In the field of women, special priority has been given to adolescent empowerment. The “Adolescent Empowerment and Self-Defence Campaign” will be expanded to the local level. Through this programme, adolescents will be connected with self-defence, self-confidence, and leadership development. Similarly, the “Capable Daughter” programme will be continued to increase access to education for girls from marginalized communities with low literacy rates. This is expected to support girls who are economically, socially, and educationally disadvantaged.

The government has also given high priority to the control of gender-based violence and human trafficking. Adopting a policy of “zero tolerance,” the policy and programme mention arrangements for the rescue, protection, and rehabilitation of victims of violence and trafficking. Economic empowerment programmes will also be conducted targeting women, single women, and sexual and gender minorities.

In the area of children, the school nursing service programme will be continued, while access to health, nutrition, and vaccination services will be expanded. Resource classes will be expanded for children with intellectual disabilities and autism, and an inclusive educational environment with necessary services will be created. The continuation of the campaign for a street children-free and helpless street human-free province has also been mentioned.

For senior citizens, a “Healthy Ageing Promotion Programme” will be implemented to ensure health and a dignified life. This programme will focus on managing the physical and mental health of senior citizens, improving access to health services, and creating a supportive community environment.

For persons with disabilities, the government has proposed a “Disability Prevention and Rehabilitation Programme” for the protection and respect of their rights. The expansion of sign language and assistive technologies for persons with hearing and speech disabilities has been mentioned. Similarly, programmes include making public infrastructure disability-friendly, expanding access to education and services, and improving rehabilitation services.

In addition, programmes for the protection, rehabilitation, and economic empowerment of indigenous nationalities, Dalits, Madhesis, Tharus, Muslims, endangered, and marginalized communities have also been prioritized in the policy and programme.

In previous years as well, the Koshi Province Government has brought policies and programmes focusing on social inclusion, human rights protection, and empowerment of vulnerable groups; however, implementation is weak.
