A joint monitoring visit was conducted on May 14, 2026, by the Madhesh Province Office of the National Human Rights Commission, the Provincial Office of INSEC, and the Human Rights Protection Network Siraha regarding the killing of three-year-old Abhiyanshu Kumar Yadav, who had been living at his maternal uncle’s home in Bariyarpatti Rural Municipality–4.
The joint monitoring team included Provincial Chief Buddhanarayan Sahani from the commission, INSEC Provincial Coordinator Raju Paswan, INSEC representative Durga Pariyar, and Network Coordinator Devkumari Mahara.
During the monitoring visit, the child’s grandmother, Phulo Devi Yadav, stated that the child had gone missing from the house on May 9 while playing in the courtyard. She said that when she went inside the house for a short while and returned, the child was no longer there. After searching everywhere without success, the police were informed. Since everyone suspected that the child might have drowned in the pond located in front of the house, the search efforts were mainly focused there, and other areas were not thoroughly searched.
She further informed the monitoring team that the child’s body was later found near the edge of a pond close to the house, with his hands severed. She urged the monitoring team to help identify the perpetrators and ensure that those responsible are brought to justice.

Provincial Chief Buddhanarayan Sahani said that he met with Superintendent of Police (SP) Basudev Pathak of the Siraha District Police Office to gather information about the incident and urged the police to thoroughly investigate the case and bring the perpetrators within the legal framework.
INSEC Provincial Coordinator Raju Paswan stated that the child had been murdered in an inhumane and brutal manner and stressed that concerned authorities must conduct a serious investigation to identify the perpetrators and ensure justice for the victim.
SP Basudev Pathak said that police personnel were mobilized immediately after receiving information about the incident and carried out a search operation, but the child was found only after his death. He added that an investigation is underway to determine who killed the child and the motive behind the murder, and that the suspects would soon be arrested and the cause of the incident uncovered. The postmortem examination of the body was conducted on May 12 at B.P. Koirala Institute of Health Sciences.
Similarly, the same team monitored another incident on May 13 and 14 involving the alleged assault and mistreatment of Birendra Sah, 31, of Aurahi Rural Municipality–3 by Ward Chairperson Jivach Yadav, who allegedly tied him to a tree and beat him.
During the monitoring visit, the team met with victim Birendra Sah and gathered information about the incident. According to Sah, Ward Chairperson Jivach Yadav had mobilized people along with a JCB excavator to demolish walls and construct a road through his private land without any prior agreement or consent. Sah stated that when he protested, his hands were tied to a tree. He further alleged that instead of using the land he had already provided for the road, the ward chairperson arbitrarily demolished walls built on his land as well as on the land of other individuals present there.
Sah also accused the ward chairperson and his associates of locking those who resisted inside a house, verbally abusing them, and subjecting them to physical assault and mistreatment. He informed the monitoring team that he had filed a complaint against the ward chairperson at the District Police Office on May 9.
The monitoring team also visited the ward office and the rural municipality office to collect information regarding the incident. INSEC Provincial Coordinator Raju Paswan said that the team also met with Chief District Officer Surendra Poudel of the Siraha District Administration Office and SP Basudev Pathak to gather further information.
SP Basudev Pathak stated that, based on the victim’s complaint, police had obtained an arrest warrant from the court, but the accused remains absconding, and a search operation is ongoing.
