Police have arrested Parsaram BK, 35, of Tulsipur Sub-Metropolitan City–9, on charges of shaving the head of Sher Bahadur Wali, 36 of Tulsipur Sub-Metropolitan City–6 into a four-sided (patchy) style, garlanding him with shoes, and parading him around the market.
According to DSP Resham Bohara of the District Police Office, Dang, the victim’s side filed a complaint at the Area Police Office, Tulsipur, on March 19, stating that BK had, following a dispute over financial transactions, shaved Wali’s head into a patchy style, made him wear a garland of shoes, and forced him to walk around the Tulsipur market on March 18. Based on the complaint, police arrested BK on the same day and have begun an investigation.
