Although the Child Reform Home located at Birta, Birgunj Metropolitan City Ward–4 has a capacity of 50 children, it currently houses 89 juvenile detainees.
There are 37 boys detained on rape charges in the correction home. Similarly, 10 are detained for drug-related offenses, nine for culpable homicide, seven for traffic-related deaths, five for offenses related to causing death, three for traffic-related grievous injury, and two each for kidnapping, wrongful confinement, and theft. In addition, there is one detainee each for kidnapping, wrongful confinement and murder following rape, unnatural sexual intercourse, assault causing grievous injury, attempted killing, human trafficking and transportation, theft, robbery and attempted killing, arms and ammunition offenses, kidnapping and enforced disappearance, offenses related to causing death, as well as drug-related offenses and culpable killing. In total, there are 89 juvenile detainees and inmates, according to Tika Krishna Kafle, Chief of the Child Reform Home Office.
The office responsible for the care, health monitoring, and overall management of the juvenile detainees, as well as the duty room of security personnel, are all housed within the same premises. Chief Kafle stated that although the concerned higher authorities have been informed repeatedly about the need for better management of the child reform home, there has been a lack of coordination.
