In a press release issued on October 8, 2025, the National Human Rights Commission (NHRC) urged all parties to exercise restraint and work to strengthen peace and security in the country.
The statement notes that the Commission has taken seriously the recent political developments, the planned demonstrations by the Gen-Z movement, and the remarks made by various political parties, groups, and individuals, which could potentially affect peace, security, and the enjoyment of human rights.
The NHRC stated that it is continuing to monitor the evolving situation, collecting facts from concerned authorities, and intensifying investigations into incidents of human rights violations and arson that occurred during the violent events of September 8 and 9.
It further warned that violent activities, targeted negative comments, and hate speech could disturb social harmony and tarnish the political environment, ultimately posing a threat to peace, security, and the rule of law.
The Commission emphasized that protecting public and private property, upholding the rule of law, and ensuring a peaceful political transition through fair, democratic competition are the responsibilities of state institutions, while citizens also share the duty to support this process.
To strengthen peace, security, and the rule of law, the NHRC instructed the Government of Nepal to maintain the morale of security agencies and to act with patience and restraint.
The Commission also urged political parties and groups to ensure that upcoming demonstrations remain peaceful and disciplined, to refrain from hate speech, and to engage in democratic political processes grounded in public opinion.
Additionally, the NHRC appealed to civil society, journalists, and the human rights community to contribute to these efforts, according to the statement issued by Commission Spokesperson and Joint Secretary Dr. Tika Ram Pokharel.
