Gen Z Protests in Karnali: From Vandalism of Public Property to Arson at Party Offices

During the Gen Z protests held on 9 September in Surkhet, government and party offices across all 10 districts of Karnali Province were vandalized and set on fire. In Surkhet, protesters targeted several public offices, including the Survey Office, Land Revenue Office, Office of the Provincial Controller of Accounts, Office of the Jhapra Drinking Water Project, Commission for the Investigation of Abuse of Authority, the Office of the Chief Minister and Council of Ministers, the Office of the Government Attorney, and even the Chief Minister’s residence, where they carried out acts of vandalism and arson.

Protesters vandalized and set fire to the party offices of the Nepali Congress, CPN-UML, Maoist Centre, Rastriya Prajatantra Party (RPP), and Janamorcha. They also attacked the residences of Congress Vice President Purna Bahadur Khadka, Chief Minister Yam Lal Kandel, and former Provincial Hospital Director Dr. Dambar Khadka, carrying out vandalism and arson. Furniture and documents were thrown onto the streets and burned. On the morning of the 24th, protesters staged demonstrations in front of the Karnali Provincial Assembly and the official residence of the Chief Minister. One protester was injured after being shot by police while attempting to set fire to Congress leader Purna Bahadur Khadka’s house. As the situation spiraled out of control, Chief District Officer of Surkhet, Jagadishwor Upadhyay, announced a curfew in Birendranagar.

In Jumla, the Gen Z group vandalized and set fire to political party offices and government offices. According to district representative Manadatta Rawal, the party offices of Nepali Congress, CPN-UML, CPN-Maoist Centre, Nepal Majdoor Kisan Party, and Rastriya Prajatantra Party (RPP) were attacked, along with the Chandanath Municipality office. During the unrest, one Nepal Police officer, one municipal police officer, and one protester were injured. Rawal reported that the vandalism and arson caused damage worth millions.

Similarly, in Kalikot, protesters vandalized and set fire to the party offices of Nepali Congress, CPN-UML, CPN-Maoist Centre, Rastriya Swatantra Party (RSP), Samajwadi Party, Nepal Majdoor Kisan Party, and Rastriya Prajatantra Party (RPP). According to district representative Kalibahadur Malla, on the 24th, protesters enforced a complete shutdown of marketplaces, schools, and government offices throughout the day. According to INSEC representative Jiwan Sejuwal, protesters in Mugu vandalized the party offices of Nepali Congress and CPN-UML. The demonstration, which began at Krishna Chowk, saw protesters burning tires in various parts of the market and damaging the main gate of the District Administration Office. They also vandalized the BP Memorial Building of Nepali Congress and the Manmohan Memorial Building of CPN-UML. Furthermore, protesters entered the office chamber of the Mayor at Chhayanath Rara Municipality and set fire to photographs of the President and the Prime Minister.

On the 24th, Gen Z organized rallies and protests across Jajarkot. According to district representative Basudev Sharma, protesters marched through the market areas, including Tallo Thaple of Bheri Municipality-4 and Thanti Gairikhali, before reaching the gate of the District Administration Office where they chanted slogans. Representative Sharma stated that the demonstration remained peaceful.

In Humla, the Gen Z group staged a protest by burning tires in front of the District Administration Office gate. Singh reported that the demonstrations in the district remained peaceful. According to INSEC representative Amar Sunar, the demonstrations in Dailekh remained peaceful. Similarly, district representative Ramchandra Regmi stated that protests in Salyan were also conducted peacefully. INSEC representative Bishnu Devkota reported that the demonstrations in Dolpa were peaceful, while district representative Jiwan Khadka confirmed that protests in Rukum were carried out without incident.
