The National Human Rights Commission of Nepal has urged the Government of Nepal to promptly proceed with the ratification process of the Rome Statute of the International Criminal Court (ICC). This request was made on July 17, 2008, which coincided with International Criminal Justice Day.
In their statement, the Commission emphasized that the Rome Statute serves as a significant milestone in ensuring justice for victims through human rights, humanitarian law, and criminal justice by holding the guilty accountable. The Commission reminded the government that it had previously sent a letter on August 6, 2008, urging the approval of the Rome Statute.
The statement also highlighted that the failure to implement a resolution passed by the former House of Representatives on July 19, 2006, and a Supreme Court order from 2002 (writ no. 2942) directing the drafting and promulgation of humanitarian law has contributed to the culture of impunity.
The Deputy Secretary and Assistant Spokesperson of the Commission, Shyam Babu Kafle, issued this statement on behalf of the Commission.
