Conflict Victims and Human Rights Community Demands for the Amendment of the TJ Bill

The Human Rights Community and Conflict Victim have demanded for the amendment of the TJ bill, which is anticipated to halt the remaining TJ work, and urged the government to make it victims friendly.

In a press conference held on 27 March at Kathmandu, conflict victims and the human rights activists demanded that the flawed provisions in the bill presented in the parliament should be amended in a way that is just to the victims.

Conflict victims and the human rights community have alleged that the third amendment bill of the Enforced Disappearances Inquiry, Truth and Reconciliation Commission 2015, seeks to uphold impunity even in the incidents of serious offenses like murder.

Human Rights Activist Charan Prasain alleged that there is no truth in the claim that the TJ bill will bring transitional justice to the conclusion.

‘Our leaders often exclaims that they want to conclude the peace process as soon as possible and pass the TJ bill swiftly, however, that is not the truth,’ alleged Prasain.

As per him, TJ process couldn’t be concluded yet because of the tendency of government deciding everything on their own.

Conflict victim Madhav Prasad Neupane expressed his disappointment stating that he was tortured by the State for 11 months and the State hasn’t even recognized him as a conflict victim yet.

Conflict victim Purna Prasad Paudel informed that his family was tortured by the State. He further shared ‘I would have died had INSEC not been there for me. INSEC has done a lot for me.’

Sabitra Shrestha, a conflict victim has been fighting for justice since 1998, however, justice hasn’t been served yet.

Senior Advocate Dr. Dinesh Tripathi stressed that the truth and reconciliation commission act tabled in the parliament is betrayal to the State.

‘I don’t consider this as a bill. This is National betrayal. Representatives elected by the citizens shall not betray the Nation.’ – Alleged  Dr.Tripathi.
