People’s Representatives Found Actively Violating Code of Conduct

Local-level people representatives have been observed to be actively involved in political parties’ election campaigns and general meetings. They have been involved in such activities despite the prohibition of involvement of local-level people’s representatives from being involved in election campaigns in favor of any political candidates within their local level by Section 22, paragraph 3, point (e) of the Election Commission Act 2073.

Furthermore, Election Commission has banned people’s representatives from attending election meetings including voting campaigns. It has been found, in contrast to the rules set, most of the people’s representatives in the district are involved in activities that violate the code of conduct.

Kamal Gadsila, Chairman of Bogtan Foodsil Rural Municipality, Lokend Bahadur Sahi , Chairman of K.I. Singh Rural Municipality, Ganesh Khadka, Chairman of Adarsh Rural Municipality, and Durga Ojha, Chairman of Zorayal Rural Municipality have been reported of participating in voting campaigns of CPN-UML.

The representatives, on the behalf of the power coalition within the district close to the party,  sought votes in favor of Prem Bahadur Ale of CPN United Socialists in the House of Representatives, Narendra Bahadur Singh of Nepali Congress in Provincial Assembly (A) and Shiv Singh Wali of CPN Mawbadi Center in Provincial Assembly (B).

Similarly, during monitoring, it has been found that people’s representatives of CPN-UML are asking for votes in favor of Gauri Wali in the House of Representatives, Chakra Bahadur Malla in the Provincial Assembly (A), and Tek Bahadur Bam in the Provincial Assembly (B).

Dal Bahadur Malasi, Information Officer of the District Election Office, Doti, said that there was a verbal complaint against the local people’s representatives involved in the election activities contrary to the code of conduct. The district election office issued a circular to the local people’s representatives not to participate in the election campaign.
