Second Meeting of Koshi Province Human Rights Defenders Network Concludes

The second meeting of the Koshi Province-level Human Rights Defenders Network was held on April 5 in Biratnagar.

The meeting discussed the status of services related to rights, such as education and health, and the public’s access to these services, as well as the participation and needs of marginalized local residents in the decision-making processes of local governments.

A decision was made to raise awareness at the local and provincial levels on the right to education to promote the accountability of bodies responsible for the promotion, protection, and fulfillment of human rights. Network members were assigned the responsibility of collecting demands related to education, health, and the environment, linked to citizens’ fundamental rights, through discussions with government and non-governmental organizations and local stakeholders.

In coordination with the Duhabi Municipality, an industrial hub in Sunsari, it was decided to organize an interaction program in Biratnagar on business and human rights, involving both industrialists and victims, as well as the Chief District Officer and relevant stakeholders, focusing on environmental and human rights issues.

The meeting also discussed strategies, priorities, and programs the network should adopt to address local-level problems and achieve set goals. Other topics discussed included the elections held on March 5, the rise of digital violence, the interim order issued on Chaitra 16 in the case filed by INSEC against the Asian Leather Industry in Duhabi, and activities that could enhance rights awareness and public consciousness.

Debi Baskota, Coordinator of the Koshi Province-level Human Rights Defenders Network, emphasized that in situations where women, children, and Dalit communities are unable to fully exercise their rights against discrimination and violence, it is necessary to move forward in collaboration with local governments, the Nepal Police, and targeted communities to ensure education, health, and environmental protection.

INSEC Koshi Province Coordinator Manohar Kumar Pokharel highlighted that the network must become stronger and work effectively to fulfill the critical responsibility of creating debates, advocacy, and pressure for the enactment and implementation of necessary laws. Coordinator Pokharel stressed the need to prioritize Dalits, women, children, and persons with disabilities by identifying their problems, developing action plans, and implementing them accordingly.

The meeting included participation from network members as well as representatives of gender minorities, Dalits, persons with disabilities, and child club organizations.

Chaired by Network Coordinator Devi Baskota and facilitated by member Lilaprasad Niraula, the participants committed to identifying local-level problems and actively taking roles in promoting education, health, and environmental rights
