The meeting of the Madhesh Province-level Human Rights Defenders Network Secretariat was held on April 10, 2026.
The meeting, held at the conference hall of the Informal Sector Service Centre (INSEC) Madhesh Province Office, emphasized the need to make the Human Rights Defenders Network stronger and more effective, as stated by Network Secretariat Chairperson Raj Kumar Mahaseth.
He stressed that it is essential to coordinate with the provincial government, the Province Chief, and the Speaker to move forward with the formulation and implementation of the draft Human Rights Defenders Protection Act, 2023, with a focus on the safety and protection of the human rights defenders.
Province Coordinator Raju Paswan stated that Human Rights Defenders Networks have been formed in all eight districts of the province, and emphasized that all stakeholders must take initiative to hold the provincial government, the Province Chief, and other concerned authorities accountable for ensuring the protection of human rights defenders through the formulation of a law at the constitutional level.
While presenting a draft model related to the safety and protection of human rights defenders, he urged all human rights activists to actively advocate for the inclusion of this draft in the policy and program of the provincial government for the fiscal year 2083/84.
Similarly, Member Secretary of the Network, Mamata Bishwakarma, stated that 26 human rights defenders in Madhesh Province are currently facing protection and security challenges. She emphasized the need to develop plans to restructure and form district-level Human Rights Defenders Networks in all eight districts to make them more effective, as well as to reorganize networks in districts where they are currently inactive.
The meeting was attended by Durga Pariyar, Nagwa Abdul Ahmad, Gauri Nyaupane, Arjun Sah, Amit Mishra, Balram Shah, Dhiraj Sah, and Santosh Kumar Yadav, among others.
